Research On The Satisfaction On The Supervision And Management Of Government Investment Projects Bidding

Over the past 40 years of reform and opening up,China’s infrastructure construction has maintained large-scale operation,and the project management has begun to become more complex and strict.The competent government departments are required to supervise the bidding supervision and management of government investment projects in addition to fulfilling the identity of public works owners.Performing the project bidding management well is not only an important link in the process of project implementation,but also one of the contents of the reform of project construction management system in China.However,there are still some deficiencies in the supervision and management of government investment projects in China,such as inadequate supervision,single means,and the improvement effect needs to be tested,resulting in low satisfaction.Based on the perspective of government investment project bidding supervision,and taking government investment projects as the main discussion point,this study expounds the current situation and existing problems of government investment project bidding supervision.Take the bidding supervision satisfaction as the problem reference oriented index,carry out research from multiple angles through literature review,questionnaire survey and case analysis,collect the bidding supervision data and satisfaction status of bidding supervision departments,government investment departments,construction units and bidding agents,carry out research data analysis through SPSS software,combined with public participation theory,government intervention theory and institutional effectiveness theory are demonstrated to draw research conclusions.The results show that the key to the immaturity of government investment projects in the bidding process lies in the legal compliance of the bidding process and the supervision efficiency of the bidding process.On the basis of expounding the current situation and problems of bidding for government investment projects,this paper analyzes the problems and causes of standardized bidding management,and finds that the root of the problems comes from the imperfection of the bidding supervision system of government investment projects.In the bidding process,the supervision of the legitimacy and compliance of bidding and tendering,as well as the legitimacy and compliance of the tenderee,the bidder’s qualification and the bidding activity procedures.The supervision of the bidding effect is carried out by establishing the supervision indicators of the tenderee,the bidding agency,the bidder and the bid evaluator.Taking the bidding supervision of Chongqing government investment projects as an example,this paper deeply analyzes various problems faced at present,analyzes them from the perspectives of "Absence","dislocation" and "offside" of government supervision,gives the main reasons for the above problems,and puts forward practical suggestions for solving the problems.
