Status,Problems And Improvement Research Of Government Municipal Engineering Construction Bidding

The bidding system has been applied in the field of government municipal engineering construction for decades.So it has become more mature and mature compared to the original.Adhering to the principle of "openness,justice and fairness",it can effectively ensure the healthy development of the industry,efficient use of government resources,maximize economic benefits,strong regulation of production and social order.Since the promulgation of the Tendering and Bidding Law and the Government Procurement Law,relevant laws and regulations related to government municipal engineering construction bidding have been continuously improved,and a standardized process for government procurement bidding covering various aspects such as tenderers,supervisors and bidders has gradually formed and management methods.However,at the same time,there are still many problems in the practical application of current government policy construction bidding.For example,the laws and regulations are not strict enough to be applied qualitatively in reality,unreasonable supervision mechanism and effectiveness of supervision,local protection of bidders,collusion with bidders,etc.The above issues are closely related to the current development stage of the industry and society.It is necessary to start from multiple perspectives such as laws and regulations,supervisors,tenderers and bidders to study the internal causes of the problems and suggestions for improvement.For government municipal engineering construction bidding,this article is divided into three parts: status quo,problems,and improvements.The first part starts from the current status of government municipal engineering construction bidding and the specific conditions and common practices of Jinan City.The second part points out through analysis that there are problems in the laws and regulations that are not specific enough,lack of binding force,and operability of landing qualitative accountability.The unreasonable supervision mechanism makes it difficult to exert the effectiveness of supervision,and the weak supervision force makes it difficult to form effective supervision on matters and people in practice.Issues such as local protection of bidders and collusion bidding have been difficult to resolve.Issues such as collusion among bidders are also a serious problem in government bidding for municipal engineering construction.The third part is to propose improvements to the problems pointed out above.
