Research On Chongqing NEV Industrial Development Policies

With the development of economy and society,the transportation of all countries in the world is more and more developed,more and more perfect,and the demand is also increasing,but at the same time,it also brings the problems of energy consumption and air pollution.Against this background,each country’s opening related notes,renewal,and renewal of the new Nogen train exhibition.Since China officially launched the "863" plan electric vehicle major special project in 2001,under the incentive and guidance of a number of policies issued by the government,China’s new energy vehicle industry has grown from scratch,from the central new energy industry system to the local new energy industry system has been continuously improved and healthy.As a heavy industry base,Chongqing’s automobile industry plays an irreplaceable role.How to seize the opportunity of new energy automobile industry at the intersection of two centenary histories? In recent years,with the support of national and Chongqing’s policies,Chongqing’s new energy automobile industry has made certain achievements,the policy system has been gradually improved,the industrial scale has been steadily improved,and the innovation ability has been improved.However,how to improve the development policy of the new energy automobile industry and promote the healthy development of Chongqing’s new energy automobile industry deserves great attention.By using market failure theory,government intervention theory and new public management theory,this paper makes an in-depth analysis of the content of Chongqing’s new energy industry policy.This paper expounds the core concept of new energy industry,including the classification of new energy vehicles,the definition of new energy vehicle industry and industrial policy.According to the orientation of policy content,the policies are divided into subsidy,right of way,infrastructure and other policies to encourage promotion,and compared with the new energy policies of various provinces and cities in China,it is found that the problems in Chongqing’s policy-making at the present stage are as follows: The content of new energy vehicle industry policy is not perfect;financial and taxation policy support is limited;The promotion policies of new energy vehicles are weak;The right of way policy for new energy vehicles is not rich enough;The charging infrastructure policy of new energy vehicles is not perfect;Insufficient policies on scientific and technological innovation of new energy vehicles.In view of the above problems,this paper draws lessons from the more successful local policies of other provinces and cities in China,and puts forward countermeasures and suggestions from the aspects of planning policies,fiscal and taxation policies,infrastructure and so on.Includes: strengthening policy guidance,vigorously promoting the comprehensive new energy of public vehicles and official vehicles;carrying out automobile tax reform,reducing the tax burden of manufacturing industry;focusing on vehicle enterprises and parts enterprises,improving the core technology innovation policy;accelerating the construction of infrastructure;optimizing the points management policy for the development of new energy automobile industry in Chongqing city.
