Research On Effectiveness Evaluation Of Safety Management System Of Air Traffic Management Bureau In A Region

In order to solve the related safety issues that restrict the high-quality development of Air Traffic Management(ATM)unit,so as to give full play to the effective role of the Safety Management System(SMS),it is necessary to evaluate whether the SMS has played an effective role on the basis of the normal operation of the SMS in the ATM unit.Through the evaluation,the factors in the safety management system with low level of effectiveness can be found,and the basis for improving the effectiveness of the SMS and the overall safety level of air traffic control can be provided.First,according to the functions of the establishment of the SMS by the ATM unit and the goals to be achieved by the ATM unit to implement the SMS,the effectiveness of the SMS of the ATM unit’s connotation is defined.On this basis,according to the literature analysis,the safety management regulations of industry and ATM unit,safety performance reports,incident investigation reports and related safety management data,etc.,an evaluation index system for the effectiveness of the SMS of the ATM unit is constructed from the perspective of process and results that includes 5 first level indicators including continuous operation and improvement of safety policy and objectives,continuous operation and improvement of safety risk management,continuous operation and improvement of safety assurance,continuous operation and improvement of safety promotion,and effectiveness of results,25 secondary indicators including recognized,familiar and trusted safety policies,safety objectives in continuous monitoring,the main responsibility for promoting continuous improvement of SMS and the safety responsibility for fulfilling responsibilities,etc.and 87 three level indicators.Then,the weights of the first level indicators and the secondary indicators are determined by the improved G1 group method.Among the first level indicators,the effectiveness of results(0.298)has the most significant impact on the effectiveness of the SMS,and the rest are continuous operation and improvement of safety risk management(0.244),continuous operation and improvement of safety policy and objectives(0.204),continuous operation and improvement of safety assurance(0.131)and continuous operation and improvement of safety promotion(0.125).The weights of the 87 three-level evaluation indicators are determined by the expert scoring method.Finally,the effectiveness of the SMS of the ATM unit is divided into four levels: "preliminary effective","relatively effective","very effective" and "close to excellent".Based on the cloud model combined with the fuzzy comprehensive evaluation method,the effectiveness evaluation model of the SMS of the ATM unit was constructed,and the model was used to evaluate the effectiveness of the SMS of the ATM bureau in A region.The evaluation results show that the effectiveness level of the unit’s SMS is the third level of "very effective".According to the evaluation results,the low effectiveness factors are found.
