Research On The Construction And Measurement Of The Evaluation Index System For The High-quality Development Of The Energy Industry In The Western Region

China’s economy has moved from a stage of high-speed growth to a stage of highquality development.As an indispensable pillar industry for my country’s economic development,the high-quality development of the energy industry is very important for the high-quality development of China’s economy.On the whole,the regional distribution of energy resources in China is uneven,with more energy resources in the western region and less in the eastern region,but there is an inverse distribution of energy reserves relative to the degree of economic development,and the degree of economic development in the western region lags behind that of the eastern region.The western region is rich in energy reserves,but its energy use efficiency is low,its energy consumption structure is unreasonable,its clean and low-carbon level is low,and its economic development is weak.To realise the green transformation of the western region’s economy and society,and to achieve the goal of peak carbon neutrality,we need to promote the high-quality development of the energy industry.Most of the existing studies on high-quality development focus on macroeconomic high-quality development,while those on the energy industry focus on the connotation of high-quality energy development and its development paths,and there is less literature on the evaluation indicators of high-quality development of the energy industry and its quantitative research.According to the connotation of the high-quality development of the energy industry,this paper constructs an evaluation index system for the high-quality development of the energy industry from the perspectives of energy development level,economic development level and environmental development level.Measure and analyze the development level and existing problems of the energy industry in the western region based on the measurement results,so as to help the energy industry achieve high-quality development.The conclusions are as follows:(1)The overall level of high-quality development of the energy industry in the western region is on an upward trend,and although there are significant spatial differences in the scores of the provinces,the gap is gradually narrowing.(2)There are significant differences in the quality development of the energy industry between different provinces.(3)There is a stable co-integration relationship between the level of energy consumption and regional economic growth in the western region.Economic development in Shaanxi,Gansu,Ningxia,Inner Mongolia,Guangxi,Sichuan,Guizhou and Yunnan provinces directly drives the increase in energy consumption,and economic growth and energy consumption in Xinjiang influence each other.(4)The development of energy use efficiency in the western region has been relatively slow,and in recent years it has achieved certain results in terms of industrial restructuring and upgrading of energy use technology,but the energy use efficiency in the western region is still lower than the national average,indicating that there is still much room for improvement in the energy use efficiency in the western region.(5)The energy consumption structure of the western region is still dominated by highly polluting fossil energy,which has aggravated the level of ecological pollution in the western region,and the green transformation and upgrading of the energy industry should be accelerated and the treatment of environmental protection should be strengthened.
