With the accelerated industrialization of China, the diversified demand and cross-regional transportation for hazardous chemicals(hereinafter referred to as "dangerous goods")are increasing day by day,and the potential threats to people’s lives and properties and natural environment from the transportation of dangerous goods, especially long-distance transportation, are gradually intensifying. Moreover,in recent years,China has been paying more attention to ecological protection and has carried out multi-dimensional preventive measures to strictly observe the ecological red line. Therefore, the research on the risk of road transport of dangerous goods considering environmental protection is of great value and practical significance to the safety protection of transport of dangerous goods, ecological environmental protection and the reduction in transport risk of dangerous goods. This paper focuses on the risk of road transport of dangerous goods, and constructs the risk assessment model of road transport of dangerous goods and the exposure risk assessment model of environmentally sensitive areas by exploring the distribution rules of road transport of dangerous goods and environmentally sensitive areas, and identifies the high-risk road sections and environmentally sensitive areas with high exposure risks. What’s more, this paper constructs the multi-objective path optimization model under the risk equity constraint to optimize the path of road transport of dangerous goods;and proposes targeted countermeasures for the safety prevention and control of dangerous goods.Firstly,we clarify the dangerous goods activity pattern in terms of distribution, flow and transportation of dangerous goods.By using spatial analysis technology, kernel density estimation and other feature extraction methods, the characteristics of spatial distribution and flow distribution of dangerous goods are explored.By means of the measurement method of transportation link strength, the analysis method of complex network and the Floyd algorithm to explore transport link of dangerous goods-road transport path of dangerous goods-road transport section of dangerous goods in layers. The study is based on a combination of transport network and environmentally sensitive areas. From the perspective of both transportation network and environmentally sensitive areas, the overall distribution characteristics and distance distribution characteristics of environmentally sensitive areas and road networks are explored.Secondly, the risk index system is established with the characteristics of dangerous goods, road characteristics, impact objects and correction compensation factors, and then the risk assessment model of road transport of dangerous goods and the exposure risk assessment model of environmentally sensitive areas are constructed to identify the high-risk road sections of different types of dangerous goods road transport and environmentally sensitive areas with exposure risks. Moreover, with introducing risk equity theory, adding risk compensation cost constraints on environmentally sensitive areas and so on,an index system referring to three aspects of transportation risk, transportation cost and risk compensation is established, and an improved multi-objective optimization model of road transport path of dangerous goods is proposed and solved by the method of changing weights.Validated by example, the transport path set selection is derived and a non-inferior solution three-dimensional diagram is generated. Finally, targeted countermeasures are proposed for the safety prevention and control of dangerous goods in cities with concentrations of dangerous goods,high-risk dangerous goods transportation sections and sensitive areas with high exposure risk environment, respectively.
