| In recent years,China’s road network has been continuously improved,greatly promoting the development of nationwide road transportation.However,due to multiple factors,road transportation costs are surging rather than falling and transportation practitioners are blindly pursuing maximum benefits,which leads to an increasing number of overloaded transport vehicles on the road.Overloaded transport vehicles on the road not only damage traffic infrastructures and transportation safety,but also pose a major threat to people’s life and property security.To fundamentally eliminate this phenomenon,interest-driven motivations and proper supervision are the key.For a long time,road administration and transportation enforcement authorities have resorted to the traditional governance model that depends heavily on manpower to check at fixed sites.But as China’s economy continues thriving,road transportation industry is developing at a rapid pace and overloaded transport vehicles on the road are increasing day by day;therefore,it is in need of urgent reform to the traditional governance model.Technology-based and intelligent transportation system creates conditions for the informatization of how to manage overloaded transport vehicles and promotes the transformation from the traditional governance model(i.e.on-site and immediate process)to the intelligent governance model(i.e.off-site and subsequent process).There is still a long way to go for overload control on the road.To construct an all-round supervision network for off-site law enforcement against overloaded transport vehicles and to continuously promote the modernization of road transportation management system,are very essential to build China’s strength in transportation.This paper mainly studies the off-site law enforcement against overloaded transport vehicles in G City.First of all,it analyzes theories about such off-site law enforcement and builds the foundation for analytical research.Secondly,it analyzes the severe situation of overload management that G City now is facing,and also,by means of questionnaires,interviews and data analysis,investigates and analyzes the actuality and major problems of the off-site law enforcement.Thirdly,by the comparative method,it studies the off-site law enforcement practices in such developed countries like the United States,Europe and Japan and in some other cities in China like Ningbo,Zhuhai and Foshan,and learns from their advanced experiences in terms of legal system,enforcement ways,procedures and data sharing mechanism.At last,in order to enhance the enforcement efficiency and effectiveness,it puts forward four solutions for improving the off-site law enforcement against overloaded transport vehicles in G City,i.e.firstly to enhance off-site law enforcement against overloading,secondly to promote the upgrading and updating of off-site law enforcement system and equipment,thirdly to streamline the off-site law enforcement procedures,and fourthly to improve the off-site law enforcement system and legal system construction.With these four solutions,it is expected to provide a reference for public management decision-making by the government and promote further achievements in the off-site law enforcement against overloading in G City. |
