The government as a single subject of social governance model in today’s times more and more difficult to adapt to the development of economic society,this governance model is facing many governance difficulties.The 19 large report has five times to social organization,and pointed out the direction for its development,emphasize perfect party committee leadership,government responsibility,nongovernmental support and public participation,the rule of law guarantee system of social governance aims to further build the cooperation between government departments,social organizations,enterprises bridges,activate social organization,to speed up the transformation government function,promoting modern socialist society.Social organizations are an important force in China’s socialist modernization drive,as well as interest integrator,supervisors,maintainers and managers.They can promote communication between the government and the public and help maintain spatial order and justice.Social organizations have the functions of providing public services,resolving social conflicts,ensuring social stability,expanding social participation and improving socialist democratic politics.Since the 18th National Congress of CPC, the Central Committee with Comrade Xi Jinping at the core,in the plan as a whole to promote "five one" the overall layout and coordinate advances the strategy of "four comprehensive" layout of the great historical process,the effect on the healthy development of the chamber of commerce and industry association attaches great importance to play,to reform and standardize the management of the development of the industry association chamber of commerce system arrangement.In particular,it has achieved remarkable results in enhancing the development status of industry associations and chambers of commerce,increasing support,strengthening party building,carrying out the pilot reform of decoupling,and strengthening comprehensive supervision.The status,role,rights and obligations,and property of industry associations and chambers of commerce should constantly optimize their structure and improve their functions,so that they can play a more important role in boosting economic transformation and upgrading,promoting the transformation of government functions,providing social services,innovating social governance,strengthening industry self-discipline,and expanding foreign exchanges.This paper takes the HVAC Association of Guangdong Province as the research object,studies its growth and operation process,expounds its current function,analyzes the factors affecting the insufficient function of the HVAC Association of Guangdong Province,and puts forward the function positioning and function optimization countermeasures for the HVAC Association of Guangdong Province.This paper holds that Guangdong HVAC Association should optimize its functions,fully exercise its service functions,coordination functions,representative functions,self-discipline functions and supervision functions,and accelerate its expansion and reform.Fostering and developing social organizations helps to coordinate social relations to the maximum extent,prevent and solve social problems,and promote social harmony.In order to accelerate the growth and reform of trade associations,the following suggestions are put forward: First,trade associations should speed up the transformation,strengthen their own construction,strengthen their health,improve their quality and efficiency,and improve their innovation ability and service level.The second is to establish a data sharing mechanism to promote coordination between members and associations.Third,optimize the relationship with the government,improve and refine the support and guarantee policies for industry associations,and create a social environment conducive to the development of industry associations.Fourthly,we should speed up the legislative pace of trade associations,formulate special law of trade associations and self-regulatory regulations,strengthen the honest management of industry enterprises,and improve the supervision and management of associations to members.In the face of the reality that the overall competitiveness of HVAC services and technologies in Guangdong province needs to be improved,the HVAC industry management model with Chinese characteristics in Guangdong province is created by strengthening the functions of industry associations and drawing on the development experience of domestic and foreign industry associations through strengthening the functions of industry associations and strong support from the government.
