In December 2018,the National Development and Reform Commission and the Ministry of Transport jointly issued the "National Logistics Hub Layout and Construction Plan".The layout and construction of the national logistics hub aims to improve the efficiency of the entire logistics industry,and effect as demonstrations.The construction and development of the national logistics hub will also lead to the formation of a number of industrial clusters dominated by the logistics industry,creating new opportunities for the development of local industries,and providing new momentum for local economic development.The port-type national logistics hub has a significant representation in the logistics industry with its relatively mature system and huge volume.The seaport links the world,and the inland river port penetrates into the inland.The function of the port-type national logistics hub not only has a significant manifestation of the hub’s agglomeration and radiation,but also is a key node in the construction of multimodal transport,which fully reflects the comprehensive integration of port hubs.Service capabilities.Under the new development pattern,the construction and development direction of port-based national logistics hubs must also grasp new requirements such as efficiency and greenness in addition to the extensive development indicators such as transportation capacity and transportation volume.Relying on the relevant theories of logistics hub and port competitiveness evaluation,this paper establishes the construction evaluation system of port-based national logistics hubs,and builds a port-based national logistics hub construction evaluation model.The goal and the port-type logistics hub provide all-round construction ideas and direction reference.Based on the approval progress of the 30 planned port-type national logistics hubs,this paper takes the samples of two types of port-type national logistics hubs that have been approved and are still in planning as the basis for classification research.Through literature study and research mining,28 dimensional evaluation indicators to evaluate the construction of logistics hubs in different port-type countries in terms of logistics scale,social and economic development level,hub infrastructure level,and hub operation level.By studying the main differences between the competitiveness of the 16 approved hubs during the 13 th Five-Year Plan period and other hubs that have not yet passed the approval,a positive and negative vector system is formed.Evaluating the influencing factors has important guiding significance for cities to build national logistics hubs efficiently and with high quality during the 14 th Five-Year Plan period.At the same time,this paper proposes an effective modeling method for the evaluation of national logistics hubs,realizes the exploration of nonlinear evaluation with machine learning model,and verifies the effectiveness of the PCA-SVM model in the construction evaluation of national logistics hubs.The construction and evaluation of the hub provides a comprehensive and effective evaluation method.
