In recent years,large-scale public health emergencies have emerged in my country,especially the infectious epidemic represented by the 2019-n Co V novel virus.Once it is not properly managed and controlled,a large-scale infection will occur,causing huge losses to human life and even the national economy.After the outbreak of the epidemic,the demand for emergency materials increased sharply,but the supply was extremely short.The serious imbalance between supply and demand caused the emergency materials distribution-transportation system to deform or even face paralysis.The dynamic supply and demand problem of the material,whether in terms of rapid response or continuous supply,affects the timeliness and effectiveness of material distribution-transportation.Therefore,the system flexibility optimization strategy proposed in this paper is not only suitable for rescue goals in different stages,but also improves the fairness and satisfaction of material distribution and transportation.It is the key to rapid and accurate delivery of emergency relief materials,and has important practical significance.Based on the research background of the outbreak of COVID-19 in the S region,this paper firstly focuses on the research issues,analyzes and sorts out the literature from three aspects: emergency material distribution,emergency material distributiontransportation coordination,and emergency logistics system flexibility optimization,and summarizes the relevant theoretical basis.,found the deficiencies of the existing literature and theories on the distribution-transportation problem under elastic evolution,which led to the research problem of this paper;secondly,the problems of the distribution-transportation system after the outbreak of the S region were expounded.From the perspective of elastic evolution,the The whole process is divided into two stages: flexibility and resilience and reliability and sustainability,and the optimization strategy is proposed based on the elastic optimization goal and process;then,on the basis of qualitative analysis,a multi-objective integer programming model is constructed respectively,and the response time is considered in the flexibility stage.Minimize and maximize the fairness of material distribution.The reliability stage mainly considers the cost minimization,so as to realize the scientific rationality of the distribution-transportation plan.This paper studies the elastic optimization strategy of emergency material distribution-transportation,enriches and extends the concept of system elasticity,improves the emergency material distribution-transportation theory,and provides scientific basis and decision-making reference for government departments to formulate emergency material rescue plans.This paper contains 13 figures,18 tables,and 56 references.
