| Since the reform and opening up in the 1980 s,surplus labour from rural areas across the country has been pouring into cities one after another,forming successive waves of ’migrants’,which have developed and gradually formed ’migrant settlements’ of varying sizes.This influx of immigrants has brought fresh blood to the cities and has also brought about many urban problems.Over time,some of these problems have become more pronounced,with the expansion of migrant settlements clashing with the city’s original homogeneous scale,environment,planning and direction of urban development,resulting in the emergence of the disease of the big city,which is tending to worsen.While the government has not systematically managed the resettlement of migrant settlements in the past,the development of the city also requires a large number of migrant labourers,so the question of how to reasonably guide and renovate the current migrant settlements in Beijing has become an urgent issue.Although domestic scholars have conducted many studies on foreign settlements,most of them focus on the macro development of foreign settlements and policy recommendations,but less on the spatial regeneration and transformation strategies of foreign settlements from a micro perspective.This paper will first describe the development of foreign settlements in the context of rapid urbanization in Beijing and the developed countries in the West,and summarize the renovation and renewal of western foreign settlements from the perspective of architecture,sociology,urban planning and other disciplines,and summarize the experiences and lessons learned in the development,so as to provide reference for the future development and renewal of foreign settlements in Beijing.It also provides urban design strategies and solutions on how to adapt to the urban development and regeneration of Beijing’s foreign settlements through a comparative study of Western foreign settlements and Beijing’s foreign settlements.In addition,some multi-dimensional considerations are made in terms of policy,institutions and social and cultural development,in the hope that the foreign settlement can become a cultural symbol to be integrated into the urban development of Beijing.This paper finds that the simple and crude management of foreign settlements cannot fundamentally change the reality of their existence and growth,and therefore will not completely eliminate the negative impact of foreign settlements on urban development.The model of pluralism is based on government support,community and non-profit organisations,private organisations providing services through the market,and active participation by residents.The development of spatially-led and culturally-integrated foreign settlements should be integrated into the overall regeneration of the city,strengthening the regeneration plans for foreign settlements around the city,and improving the infrastructure and management system for the foreign population. |
