Since 2011,the volume of railway freight has continued to decrease.According to the data inquired on the website of the National Bureau of Statistics,the total amount of freight logistics in the whole society from 2011 to 2020 has increased from 3,932.63 million tons to 4,552.36 million tons,and the proportion of total railway freight has increased from 2011.The highest in 2016 was 10.6%,which decreased to the lowest7.6% and 7.68% in 2016 and 2017,and the proportion increased to 9.63% in 2020.In the process of the total railway freight transportation accounting for the national freight transportation volume from decreasing to increasing,the state has gradually introduced a series of policies to optimize and adjust the national transportation structure in terms of transportation and logistics.In 2021,the State Council issued the "Outline of the National Comprehensive Three-dimensional Transportation Network Planning";in 2019,the State Council issued the "Outline for the Construction of a Strong Transportation Country";Action Plan(2018-2020)",by 2020,the importance of railway and water transportation to undertake bulk cargo transportation will increase significantly.In the detailed documents of some provinces and cities,it is required to improve the transportation capacity of railway passages,to speed up the construction of special railway lines and logistics parks for industrial and mining enterprises,and the proportion of railway transportation of bulk goods to reach more than 80%,and gradually guide industrial and mining enterprises to adjust the transportation structure.Gradually increase.This article takes Company A as an example.In the process of gradually adjusting the transportation structure and increasing the proportion of railway transportation,the enterprise is facing various problems.Therefore,based on the adjustment of transportation structure,it is urgent to design a solution for Company A to convert road to railway transportation..By investigating the status quo of company A’s road transportation sales area,railway transportation and other basic situations;first,put forward the problems existing in the process of company A’s conversion of road transportation to railway transportation,and continuously increase the proportion of railway transportation,and analyze the transformation of railway transportation in the process of transportation structure adjustment.problems in transportation.The second is to design a road-to-rail transportation plan for Company A in order to promote the implementation of the national transportation structure adjustment and solve the problems existing in the process of public-to-rail transportation of Company A.In this paper,through the analysis of hierarchy process,transportation problem,minimum cost maximum flow problem,traveling salesman problem,linear programming and other related theories,as well as railway transportation organization process and railway operation process,combined with the actual situation of company A,firstly formulate the railway of company A.Operation process,put forward the principle of railway transportation organization operation,secondly,apply the AHP to select the station location for company A,and use the data review method to determine the alternative address of the station.For the area where only one alternative railway arrives at the freight station,The road-to-rail scheme that is directly loaded and transported through the dedicated line of Company A to the railway arriving at the freight station.Furthermore,the remaining areas with multiple alternative arrival stations are combined with the alternative railway to send the freight station to the freight station,and the cost is considered as a whole by applying the linear programming method.,cost,transportation capacity and other factors,designed the transportation plan that meets the transportation needs of Company A,the transportation capacity of railway stations,and the sales volume of the sales area,and the transportation plan with the minimum transportation cost of the road-rail inter-modal transportation.Finally,based on the above research,a road-to-rail transportation plan of Company A was formed based on the adjustment of transportation structure.There are 11 figures,22 tables,and 38 references in this paper.
