| With rapid development of the world economy,the economy and the continuous consumption of fossil energy show a positive correlation,and due to the non-renewable characteristics of fossil energy,the energy reserves are becoming more and more scarce,and all countries are facing fossil energy crisis in the long-term development process in different ways,and the utilization of fossil energy causes various hazards to the environment,the search for alternative clean energy has become a world development boom.As the world’s second largest economy,combined with the overall environment,terrain characteristics and the various need for energy,the demand for clean energy is rising,especially the wind power,which has become the main investment direction of clean energy that China’s capital is concerned about,and various investment and construction policies are also advancing rapidly.However,due to the extremely high environmental and technical requirements for wind power generation construction,how to control the investment risks of constructing wind energy farms and wind power generation projects is the key direction that China’s wind power generation industry needs to focus on.Therefore,this thesis selects the representative Ningxia wind energy power construction project-XQ wind power generation project as the research object,on the basis of the research results of the predecessors on the project investment risk,risk evaluation and power generation project research,combined with the project investment risk control system and investment risk control theory,the literature research method,case analysis method,and experience summary method are used to analyze and study the XQ project.The study found that XQ wind power plant has unique geographical advantages,rich wind energy resources,and sufficient power generation,but with a long construction period,there are many types of construction projects and units,and there are more investment risk factors in the project preparation,project construction and operation stages,which affect project investment and operation.Based on the principles of reasonable,objective and dynamic risk management and control,this thesis proposes a risk control plan for the whole stage of planning,bidding,construction,operation of XQ wind power generation projects,lists specific measures for the investment risks existing in each stage,and proposes safeguard measures such as strengthening organizational leadership,building a risk early warning system,controlling the whole process,formulating risk plans,cooperating with the government,and strictly assessing rewards and punishments from the perspective of project macro management,so as to promote the development of XQ projects.Through the investment risk control research of the project,it is hoped that it can provide some ideas for the construction of wind power investment risk control theory,and provide energy construction countermeasures for the implementation of the "double carbon" target task. |
