| With the development of the economy,China has invested more and more in the construction of the water carriage in recent years.Channel dredging is the largest part of investment in water transportation projects.In recent years,large-scale projects have mostly adopted the Engineering Procurement Construction(EPC)for epiboly.Compared with the traditional contracting,EPC projects have different characteristics and risks in safety management,especially the EPC led by the designer.This study focuses on the safety risk assessment and safety hazard management of the EPC project of waterway dredging.Based on the theoretical analysis of the safety risk on the EPC project,the quantitative evaluation of that is carried out,and the safety evaluation method and safety hazard management are provided for the relevant organizations.The main research contents are shown below:(1)Analyzing the characteristics of the EPC project of the channel dredging,and applying the method of combining the work breakdown structure(WBS)and the brain storming,to identify the safety risks of the management,design and building during the construction period,and establish a safety risk list.(2)According to the risk characteristics of the EPC project of waterway dredging,the safety risk evaluation methods are analyzed and compared.so as to adopt the system rating method(M-PEC)for the safety risk management,and the LEC for the safety risk design and construction with quantitative risk assessment,Otherwise,the entropy method is used for weight analysis of the comprehensive safety risk assessment,and an evaluation method model is constructed.(3)According to the results of safety risk assessment,this study put forward the safety risk management strategy of the EPC project of the waterway dredging.Then the different measures are proposed for different levels of safety risks,and the safety hazard investigation methods,judgment procedures and methods,and potential risk management schemes are proposed for related safety hazards.(4)Taking the safety management of the EPC project of a waterway dredging project in a tributary of the Yangtze River as an example,the above methods are applied to the project to identify and evaluate risks,and put forward measures for the management of potential safety hazards.The results of the case analysis have verified that the safety management method proposed in this study has good adaptability to the EPC project of channel dredging and can be used as a reference for similar projects. |
