With the vigorous development of urban gas industry in China,natural gas have played a significant role in the improvement of economic efficiency and living standards.However,with the increase of gas users and indoor gas facilities working time,the resulting gas safety problem has become increasingly prominent,there have occurred the gas leaks even explosions frequently,etc.Therefore,according to the town gas safety evaluation and the existing town gas safety management problems for Chengdu Xindu town gas Co.,Ltd.,this paper puts forward a gas safety evaluation process,based on AHP(analytic hierarchy process)risk assessment and safety inspection.According to the relevant company management system in previous years,combined with the results of town gas safety evaluation,this paper perfected four aspects of the work management system including the security inspection system,the emergency maintenance system,the ventilation ignition and the contingency plan.Finally,it’s formed a comprehensive safety management system for town gas user.In the gas safety assessment of town gas residents,the research carried out the town gas risk calculation,safety hazard identification,gas safety hazard ranking and risk level assessment,including:1)The gas risk assessment system for residents is refined into risk factor system,accident consequence system and risk level system.On the basis of the above research contents,the gas risk assessment method for residents was determined.2)According to the risk factor system,combined with the frequency of safety hazard,the safety hazard identification was carry out initially;Based on the accident consequence system,combined with the safety hazard categories,level and frequency,etc.,this paper completed the safety hazard identification and confirmed 6 safety hazard categories and 18 safety hazard factors for the town gas residents safety evaluation.3)Using the AHP(analytic hierarchy process)to complete the safety hazard single ranking;using analytic hierarchy risk assessment to complete the annual safety hazard factors ranking and safety hazard category ranking;according to the results of the safety hazard ranking,combined with the risk level system,the gas risk level was carried out,The results showed that residential gas risk levels followed by"middle","middle " and "low",from 2014 to 2016.Based on the related company management system in previous years,combined with the town gas residents,safety assessment and risk level,the paper further improved the security inspection,emergency maintenance,ventilation ignition and contingency plan,including:1)On the basis of the original safety inspection organization structure,the organization structure of the security inspection work management team has been increased according to the town gas residents’safety assessment,and the specific duties and contents of each member of the organization structure have been further refined to ensure the implementation of the feasibility.2)Sorted out the urgent repair safety rules and regulations,including the five urgent repair general requirements and seven urgent repair work management regulations,and improved the operational processes and attendance processing flow chart to ensure the urgent repair personnel to operate strictly,accordance with the work processes and regulations.3)In accordance with the relevant standards,combined with nearly three years of town gas residents’ safety assessment results,in strengthening the town gas ignition work,the illegal gas facilities,connecting the hose and so on,put forward specific requirements.At the same time,combined with the user does not meet the requirements of town gas ignition,sort out in which do not meet the town gas ignition work orders to improve the company’s town gas ignition efficiency.4)Accroding to the emergency rescue level division,the organizational structure,the response procedures and flowcharts and the contingency treatments,the contingency plan was sorted out.
