With rapid growth of the highway mileage, the number of emergency incidents occurringon the highway increase sharply, which have caused significant casualties, property damage,and severe social impact. To build a highway emergency management system andscientifically formulate contingency plans for processing emergency events, which can beable to respond quickly and efficiently to the emergency events, minimize the range ofimplications of emergencies. This issue has become great important problem of highwaymanagement institutions.This paper provides an overview of the basic concepts of the highway emergency eventsand major causes of events. Combined with the specific situation of the highway in HenanProvince, research have been done from the aspect of event grading and classification,organization, operation mechanism, the release mechanism and evaluation mechanism.Emergency response strategies for traffic accidents, bad weather, road construction and otherspecial situation have been raised in the paper. The simulation system of contingency plan isintroduced in the paper, as well as its function, interfaces, and implement and application ofOD data generation tools. Finally, a specific highway section is taken for example to conductcomputer simulation and evaluation of specific contingency plan under traffic accidentsituation, simulation results show that research in this paper conform to design and demand ofpractical work. |
