From the current development situation,China has built an economic structure that provides export processing trade services for different countries and regions against the background of Global trade,in which processing and manufacturing is an important pillar.Made in China began to go abroad.On the surface,although this kind of economic structure reserves large-scale labor force and the cost pressure is very low,in fact,as China reaches the "Lewis turning point",the labor dividend gradually disappears,labor costs rise,talent shortage and other labor difficulties,labor shortage and other problems gradually become prominent,As a result,China’s manufacturing industry,especially the labor-intensive processing and manufacturing industry,generally encounters development bottlenecks and faces serious challenges."Labor shortage" not only has a great impact on domestic manufacturing enterprises,but also has a lot of impact on foreign enterprises that once valued China’s cheap labor market.Under this background,the research on transnational human resource management is particularly important and urgent.This article first introduces the concepts related to human resource management under the labor shortage environment,and focuses on the phenomenon of labor shortage,the concept of human resource localization,and the phenomenon of labor shortage leading to employee turnover.At the same time,it introduces the employee turnover theory,job characteristics theory,Maslow demand theory and expectation theory to provide a theoretical basis for the analysis of the status quo of human resources in T company below.Secondly,using relevant theories of human resource management to analyze the status quo of human resource management of typical Japanese company T companies in China.Introducing the development background of the automobile industry and the company profile where T company is located,considering with the background of the current labor market "employment shortage",starting from the organizational structure,personnel composition,salary design and other aspects of the T company,using actual data as the support to sort out the main problems that T companies are currently facing include the low local rate of management talents,the dissatisfaction of employees with salaries,and the high turnover rate of employees.Finally,according to the current human resource management situation and the problems faced by T company,a series of solutions such as talent localization management,new blue-collar employee career development management,salary incentive management,etc.are proposed to solve the current situation of T company.It provides a certain reference for the dilemma,and provide data and theoretical support for the human resource management transformation of similar foreign companies in China at home and abroad under the background of labor shortage.
