| As the 19thAsian Games Hangzhou approaches,related livelihood issues are heatedly discussed,among which the traffic congestion in Hangzhou is one of the most concerned questions.The traffic congestion in Hangzhou has been serious in the last ten years.In order to ease the problem,the Hangzhou government has takes a series of traffic management measures,such as traffic restrictions,purchase limits,parking charge and stagger shifts.With the formal implementation of Regulations on"Regional Index"and"Regional License Plate"of Hangzhou Passenger Cars and Management Measures for the Regional"Off-peak Driving”Restrictions on Weekdays by March 1st2021,the government hopes these policies will change drivers’travel habits,so as to effectively control the passenger car travel demands.This thesis will focus on how satisfied the target groups are with the implementation of the policy over the past one year since it’s introduction.With the review of previous literature,this thesis takes Hangzhou passenger car drivers as the research subject,and summarizes the influencing factors of the satisfaction of the implementation of passenger car classification and restriction policy.This paper tries to construct a satisfaction evaluative model under reasonable assumption about the potential relations.A sample survey on 1,226 passenger car drivers in Hangzhou is operated,receiving 1,106 valid sample data.Based on the research of the satisfaction of the implementation of the passenger car classification and restriction policy in Hangzhou,as well as the problems and their causes,this paper proposes the optimization suggestions.The main research conclusions are as follows:There are five evaluative factors of the satisfaction of the implementation of the passenger car classification and restriction policy in Hangzhou:recognition of the government policies,perceived fairness,perceived effectiveness,perceived validity and perceived freedom.All of the results show that,the target groups are relatively satisfied with the passenger car classification and restriction management policy in Hangzhou,but there are still some problems,such as lack of continuity and stability of the policy,implementation crisis caused by the sudden issuance,the policy implementation falling short of the expected results,and unwillingness of some target groups.The four major reasons are:unclear policy guidance,the lack of information disclosure,restricted policy instrument and inherent problems of the targeted groups.It is suggested that the satisfaction of the implementation of the passenger car classification and restriction policy in Hangzhou can be improved through the following measures:optimizing policy content and enforcement process,enhancing communication on policy,reasonably using policy tools and establishing prevention and supervision mechanism. |
