| Motor vehicle driver training,which is one of the important contents of social public services,shoulders the important mission of cultivating new drivers who meet the driving ability requirements of motor vehicles and is a prerequisite for the smooth development of the road transportation process.The rapid development of the traffic network and the advancement of urbanization have led to the rapid growth of the vehicle ownership in Quanzhou,which has led to the vigorous development of motor vehicle driver training.The examinations have been able to expand and the passing rate of examinations has risen significantly.Problems such as the intensification of training contradictions in driver training,chaotic training order,unsatisfactory training results,and unbalanced supply and demand have become increasingly prominent.This has seriously affected public safety and social economic benefits,and constrained the sustainable development of urban transportation.Therefore,Quanzhou has continuously improved the management level of the driver training industry and vigorously implemented the management policy for the motor vehicle driver training industry.It has achieved certain results,but there are still some problems.In view of this,based on the analysis of the research background and the development status of driver training both at home and abroad,this paper first analyzes the basic concepts of motor vehicle driver training management based on the theoretical basis of public management;then,it takes the Smith policy implementation model as the theoretical framework.Comprehensively research the development status of Quanzhou’s driver training industry,conduct in-depth analysis of policy implementation measures,problems,and causes of the management of the driver training industry,and fully understand the implementation of the management policy of Quanzhou’s driver training industry;then,draw lessons from other cities at home and abroad.The industry management experience practices promote industry reforms such as “self-study direct examination,independent appraisal,first-paid,and pay-for-paid” industry reform,improvement of the industry management system,scientific and rational establishment of functional organization settings,strengthening of the implementation team,improvement of governance capabilities,and implementation of driver training institutions.Responsibility of the main body,optimization of resource allocation,use of technological innovation to create a smart driver,and shaping a good environment for the implementation of management policies for the driver and driver industry Four aspects propose policy recommendations for the management of Quanzhou’s driver training industry,with a view to optimizing the industry management system and realizing the policy of driver training management aims. |
