As a powerful guarantee for the quality of higher engineering education,educational evaluation must closely follow the changes in the external social environment and actively adapt to the new forms of social development.Establishing and improving the quality evaluation mechanism for the training of higher engineering talents has an escort effect for improving the quality of higher engineering education and cultivating high-quality compound engineering talents.It has stimulated the development of a new type of economy represented by new technologies,new industries,and new models.Support the upgrading of quality and efficiency of social and economic development,and boost major national development projects such as the "Belt and Road" and "China 2025".By collecting relevant literature,this article introduces domestic and foreign research on the quality evaluation mechanism of higher engineering education personnel training,and defines the research concepts related to the evaluation mechanism.At the same time,drawing lessons from the diversified concept of the boundary,the structure,attributes and characteristics of the boundary in the organizational boundary theory,the organizational boundary theory and the content of the evaluation mechanism are integrated to construct the theoretical framework of the spatial boundary and the physical boundary of this article.This article uses the method of literature analysis to sort out the historical stages of the development of engineering education evaluation in the United States and Japan.Based on the entity boundary level of the evaluation mechanism,analyze the role positioning and function allocation of the two countries’ governments,universities,social evaluation agencies and other evaluation entities in the evaluation behavior;based on the spatial boundary level of the evaluation mechanism,explore the evaluation goals,concepts,and evaluation indicators of the two countries.The function and power distribution of evaluation methods and operating procedures during mutual construction of interest networks and cohesion.At the same time,the case analysis method is used to supplement the research content of the entity boundary level and space boundary level of the evaluation mechanism of the two countries with rich case materials.Finally,through a comparative analysis of the engineering education evaluation mechanism of the United States and Japan,the advantages of the evaluation mechanism construction of the two countries in national development and international competition are explored,and enlightenment is obtained based on the current possible problems in the evaluation mechanism of higher engineering education in China.At the boundary level,it realizes the diversification of evaluation subjects,reshapes the role of the government,improves the self-evaluation system and promotes the professionalization of social evaluation,and achieves the diversification and easy operation of evaluation indicators,the diversification of evaluation methods,and the standardization of operating procedures at the spatial boundary Effective use of evaluation results.
