Research On The Problems And Countermeasures Of Land Space Planning And Management In Remote Mountainous Areas In Western China

In recent years,small towns in China have developed rapidly,and the level of urbanization has been improved rapidly.Due to the lack of a reasonable and effective planning and management system in some areas,the urban and rural construction is disorderly and chaotic.In May 2020,the Ministry of Natural Resources issued the Notice on Strengthening the Supervision and Management of Territorial Space Planning,clearly pointing out that plans should formulate and supervise the implementation plan in accordance with the law and regulations,and prevent illegal preparation and unauthorized adjustment of plans,and other problems such as construction before approval and weak supervision.Practice has proved that China’s planning and management work is still very weak,while the remote mountainous areas in the western region are faced with greater difficulties due to the backward economy,the weakness of the planning technology,and the complexity of the grass-roots work.Q County is located in the remote mountainous area in the west.Under such a historical background,the selection of Q County as a typical research object has certain reference significance for the territorial space planning and management in other remote mountainous areas.Through combing the relevant research of territorial spatial planning and management at home and abroad,using the method of combining investigation,case analysis and system analysis,we analyze the current situation and planning management in Q County,and expounds the new requirements for planning management under the current background.It is pointed out that there are some problems in the territorial spatial planning management in Q County,such as weak planning guidance,more arbitrary planning change,serious construction before approval,insufficient planning supervision,and law enforcement efficiency to be improved.The new public service and public governance theory are adopted to analyze the causes of these problems,and we believe that the main reasons are the few channels of public participation,the weak punishment for illegal construction,the low cost of random change,the vague division of management responsibilities,and the weak planning and law enforcement.In view of the current situation of territorial spatial planning and management in Q county,the paper puts forward the countermeasures and suggestions for territorial spatial planning and management in Q county from the aspects of planning compilation,approval,implementation,supervision and inspection,and law enforcement.It is suggested to strictly implement the legal procedures for planning approval,improve the planning decision-making mechanism,and establish the planning implementation evaluation,feedback and assessment mechanism;at the same time,strengthen the supervision and law enforcement by improving the supervision and law enforcement mechanism of the territorial spatial planning management;secondly,strengthen the construction of the experts of universities and research institutes as technical consultants;finally,it is suggested to strengthen the public nature of planning management and enhance the public awareness of the participation in the planning management.The paper hopes that after multiple levels of research,to provide new ideas and methods for the territorial space planning and management in western remote mountainous areas,and effectively solve the problems of disorderly construction caused by backward planning and management,so as to realize the virtuous cycle of sustainable development of space resource development and construction in remote areas.
