The interconnection and integrated development of highway transportation infrastructure is an important foundation and support for the development of regional integration.Inter governmental cooperation of cross regional transportation integration refers to that local governments cross administrative,regional and industrial boundaries,unify planning and management,integrate regional transportation resources through rational division of labor,give full play to the overall advantages of comprehensive transportation,maximize the utility of resources and meet the needs of social and economic development.With the continuous advancement of transportation integration,the interaction between local governments has become increasingly close.However,there are still a series of acute problems in the development of transportation integration among regions,such as "administrative barriers","local protectionism","lack of regional integration in policy planning",etc.These intergovernmental cooperation issues have become the main obstacle to the development of transportation integration.Shanghai Jinshan and Zhejiang Jiaxing are the frontier areas adjacent to Shanghai and Zhejiang,shoulder the important mission of linking Shanghai and Hangzhou from east to west,opening up the coastal economic belt from north to south,and then fully integrating into the integrated development of the Yangtze River Delta.This paper selects Shanghai Jinshan and Zhejiang Jiaxing,and intends to carry out research on the intergovernmental cooperation of Transportation Integration between Jinshan and Jiaxing.With the deepening of the intergovernmental cooperation between Jinshan and Jiaxing,the two places have initially established a road transportation system with a relatively developed network and a relatively smooth connection.It has achieved some phased results.However,in the aspect of highway transportation integration cooperation,there are still some problems,such as the bondage of the cooperation concept of local departmentalism,the lack of integration and linkage of regional planning system,and the imperfect cooperation mechanism,resulting in low cooperation efficiency.To carry out this research is very important to break the bottleneck of regional transportation integration between Jinshan and Jiaxing.It can also promote social and economic development.From the perspective of government management,and according to the project construction process,this paper lists three examples in the process of highway transportation cooperation in this region,and analyzes them by using the cooperative governance theory.These three cases respectively reflect the problems existing in the cooperation concept,cooperation system and cooperation mechanism of the intergovernmental cooperation in the field of highway transportation integration,and point out that there are three key reasons affecting the current intergovernmental cooperation in transportation,First,influenced by local departmentalism,the two governments have different cooperation ideas on specific cooperation matters,and adopt one-sided egoism in project decision-making,leads to the lack of cooperation power.Second,The two places lack a unified cooperation system and unified planning for key projects,resulting in insufficient consideration of highway transportation system connection.Third,The lack of effective cooperation mechanism in the cooperation operation stage leads to low cooperation efficiency and slow progress of major projects.Finally,the specific path to break the predicament is put forward.First,strengthen the concept of cooperation,reflect the needs of long-term development and overall interests,jointly expand the cake and jointly build Jinjia highway infrastructure.Second,strengthen the construction of cooperative planning system,improve the accurate docking and synchronous implementation system of planning,strengthen supporting systems for various types of natural resources,set goals and draw a blueprint for deepening the overall cooperation and coordinated development of inter regional transportation.Third,We should Improve the cooperation mechanism,grasp the connection path.through the establishment of decision-making,coordination,implementation and supervision mechanism,timely negotiate and solve the problems in the development of cooperation and improve the efficiency of intergovernmental cooperation between the two places.Through analysis and research,we will deepen the exchanges and cooperation between Jinshan and Jiaxing and other cities in the Yangtze River Delta,such as Pinghu and Jiashan,continuously strengthen regional highway transportation cooperation,achieve a higher level and more extensive win-win cooperation.Besides,we can high-quality development of intergovernmental cooperation in promoting transportation cooperation.To prevent and deal with the problems of intergovernmental cooperation between other cities in the Yangtze River Delta in the process of planning and development.In order to promote the development of governance theory,we should explore network collaboration among governments and transportation departments in various regions and promote the development of governance theory. |
