Research On The Implementation Of The New Policy Of Fuxin's National Governance Over The Limit Transportation

In July 12,2016,in order to further promote the management of overloaded and overloaded transportation,the joint names of the five bureaus such as the Ministry of transportation and transportation issued the "opinions on the further improvement of the illegal refitting and overloading of freight cars".In the "opinion",it is clearly pointed out that the overrun business of the road administration department and the traffic police department are combined with the overloading business,and the standards and penalties are unified,and the responsibilities of the two parties are clearly defined.So far,the new policy has been implemented in Fuxin for a year,and its implementation effect is worth studying.In this paper,on the selection of the evaluation criteria for the implementation of the new policy on the new policy of overrunning the state,this paper mainly refers to William N Dunn's view,combining with the practice of overrun control,and formulating three indicators of effect,economy and satisfaction.The above indicators were judged through data comparison before and after the implementation of the policy,and interviews with the "opinion leaders" of the relevant departments.After the above study,the conclusion is drawn that the new policy in Fuxin is implemented,the illegal overloading and overloading of transportation is effectively controlled,the cost of law enforcement is improved,the satisfaction of the policy implementation results is high,and the policy implementation process needs to be further optimized.Put forward the rationalization suggestion.
