Research On Influencing Factors Of Safe And Civilized Construction Cost Valuation

The construction industry plays a significant role in the economic and social development of Anhui Province and plays a vital role in the development of the national economy of the province.During the 13 th Five-Year Plan period,the total output value of the construction industry in the province was 3.86 trillion yuan,with an average annual growth rate of 10.5%.The value added of the construction industry reached 1.51 trillion yuan,accounting for 9.4% of the provincial GDP.However,the rapid development of the construction industry is accompanied by the frequent occurrence of various safety production accidents,insufficient occupational health protection for on-site workers,and serious environmental pollution caused by construction operations.Analyzing typical cases,in addition to the objective reasons of high labor intensity of construction operations,complex construction environment,and low quality of workers,the scientific and reasonable investment in safe and civilized construction costs is also an important reason for these problems.Therefore,it is of great significance to study the influencing factors and the relationship between the factors of the safe and civilized construction cost pricing of construction projects to reasonably calculate the safe and civilized construction cost and ensure the high-quality development of the construction industry.The main research contents and results are as follows.Firstly,this study combs and analyzes the definition,nature,composition and pricing of safe and civilized construction cost.At the same time,combined with the implementation status of safe and civilized construction costs in Anhui Province,the problems in implementation standards,cost composition,calculation methods,payment management and other aspects are analyzed.Secondly,33 potential factors affecting the valuation of safe and civilized construction costs,such as regulations on the valuation of safe and civilized construction costs,plans for the purchase,transportation and storage of materials,risk bearing capacity,and project valuation basis,were preliminarily identified through literature analysis;By means of expert interview,delete and merge some unreasonable and similar influencing factors among the initially identified influencing factors,and complete the identification of influencing factors of safe and civilized construction cost;The factor analysis method was used to analyze 204 valid questionnaires,and three public influencing factors were extracted,which were renamed as policy factors,project factors and enterprise factors;Through the analytic hierarchy process,it is concluded that policy factors have the greatest impact on the valuation of safe and civilized construction costs of construction projects,with the impact factor reaching 0.539.national laws and regulations,technical standards and specifications,project valuation basis,project complexity,quality and safety requirements,and enterprise management ability are the key factors affecting the valuation of safe and civilized construction costs of construction projects.Thirdly,combined with the above analysis conclusions,the countermeasures and suggestions for improving the pricing of safe and civilized construction costs of construction projects in Anhui Province are proposed from three aspects: speeding up the formulation of standards and specifications and implementation rules,improving the cost formation mechanism of safe and civilized construction,strengthening enterprise management and project risk control.This study determines the influencing factors of the safe and civilized construction cost pricing of construction projects in Anhui Province,and analyzes the key influencing factors,so as to obtain the degree of influence of each factor on the safe and civilized construction cost.Valuation and related research provide a certain theoretical basis.The countermeasures and suggestions from the policy level,the project level and the enterprise level can also provide some reference for better carrying out the safety and civilized management of construction projects.Figure [10] table [17] reference [69]...
