Research On Data Sharing Between Government Departments And Power Grid Company

With the advent of the digital age,digital technology continues to deepen its application,resulting in massive data,changing people’s life and thinking.Data has become an important resource and core asset.If data can be shared and applied efficiently,it will create practical value.Big data governance provides effective technical means for governments of all countries,helps the construction of digital government,and gives birth to modern and innovative governance methods of government.Sharing data between the government and enterprises has become a key topic of concern.The application of data sharing between the government and enterprises plays a vital role in improving the level of digital governance.Firstly,this paper describes the case of cooperation between Guangdong Provincial government departments and power grid company in public data sharing.Secondly,through the comparative analysis of the key elements and results of the case,it is found that data sharing faces four major problems: the low integration of data producers,the slow promotion of big data governance model,"data island" phenomenon is serious,and the cost of high-quality data remediation is high.Then,this paper deeply analyzes the problems faced by Guangdong Provincial government departments and power grid company in data sharing,clarifies the internal and external factors and the logic behind the problems,and summarizes the causes in four categories: first,the loose data sharing organization and difficult coordination,second,the imperfect data sharing mechanism system,and third,the different starting points of the interests of data subjects,Fourth,the supporting capacity of digital technology is insufficient.In order to promote the data sharing between Guangdong Provincial government departments and power grid company,this paper puts forward four countermeasures and suggestions.First,build an interactive,mutually beneficial and trusted public data ecosystem,give play to the leading role of the government,encourage enterprises to cooperate and interact,widely attract public participation,and promote the stability and flexibility of data sharing organizations.Second,establish a standardized,efficient and feasible data sharing mechanism system,and solve the problem of imperfect data sharing mechanism system from three aspects: data sharing ability evaluation system,data ownership conducive to public interests and landing data asset pricing.Third,increase the investment in training,incentive and publicity resources and improve the cognitive level of data subjects,which is conducive to balancing the interests of all parties.Fourth,we should strengthen the ability of data sharing in a transparent and hierarchical manner,strengthen data sharing and data security,and strengthen the ability of data sharing in an all-round way.The innovation of this paper is to fit the reality,start from the cooperation cases between Guangdong Provincial government departments and power grid company,carry out case studies,find problems,analyze reasons and put forward countermeasures and suggestions.At present,there are few case studies on government enterprise data sharing,and this study is innovative.
