With the continuous construction and development of Chinese rail transit network,more and more cities have established various rail transit systems to provide a complete service for passengers.At the same time,the relationship between different cities in the urban agglomeration area is becoming closer and closer with the development of rail transit.As the connecting point of rail transit,the integrated rail transit hub connects different rail transit modes and provides a certain degree of convenience for passengers to shift between different rail transit modes.However,the regional rail transit system,composed by multi-standard rail transits,involves many other multi-standard rail transit operations subjects,such as a variety types of transportation facilities,equipments and operation organization modes.This puts forward higher requirements for the management of the regional rail transit system.Specifically,during the process of passenger travel in service areas,each operation entity considers its own passenger flow demand more in daily operations,and lacks systematic consideration of the whole travel demand of passengers,which results in mismatching in time and space at the allocation of capacity resources for various multi-standard rail transit modes in the region.Therefore,it is necessary to adjust the allocation of capacity resource for regional multistandard rail transit,by considering different multi-standard rail transit modes in the region and combination with the whole travel demand and travel status of regional passengers.This paper is supported by the sub-project of the National key R&D program ‘Key Technologies of Regional Rail Transit Capacity Resource Allocation and Transportation Organization Decision-making’(Project Number: 2017YFB1200702).On the basis of clarifying the current situation and problems of regional rail transit demand,this paper systematically puts forward the theoretical method for allocating the regional multi-standard rail transit capacity resource.This method constructs a capacity resource allocation model for regional multi-standard rail transit,including(i)the matching of trunk arrival passenger flow scale and evacuation capacity;(ii)the optimization of urban rail train station operation time.A case study verifies the feasibility and effectiveness of the model.This paper includes the following three points:(1)The regional rail transit categories are divided according to characteristics of rail transit types.Passenger travel features are defined in combination with the current passenger travel demand in the region.By analyzing the transportation status of multistandard rail transit in Guangdong-Hong Kong-Macao Greater Bay Area and Si ChuanChong Qing Areas,this paper summarizes regional multi-standard rail transit development status and problems in China.Considering the characteristics of regional rail transit in physical network and operation organization,sthis paper points out the principles and objectives of the resource allocation regional rail transit capacity,combined with characteristics of static and dynamic capacity resource.It puts forward the theory and method of the capacity resource allocation,including allocation managements and technologies.(2)A regional multi-standard rail transit capacity resource allocation model is established considering trunk and urban rail transit.In the trunk line capacity resource allocation model,the balance of arriving passengers is taken as the optimization objective;the number of arrival-departure tracks,transfer capacity,and carrying capacity are taken as the constraints.The trunk line capacity resource allocation is realized by adjusting the arrival time of trunk trains.Based on the capacity resource allocation of trunk rail transit,an urban rail transit capacity resource allocation model is established to reduce the transfer waiting time and the occurrence of passengers retention behavior by adjusting the operation time of urban rail trains.Genetic algorithm is applied to solve the capacity resource allocation models of trunk rail transit and urban rail transit,respectively.The allocation scheme of capacity resources can be obtained.And build a transportation capacity resource allocation evaluation system including transportation capacity and passenger service.(3)The trunk rail transit passing through Chengdu east railway station and Chengdu metro lines 2 and 7 are selected as test bases.The operation timetable and passenger flow data of trunk trains and urban rail transit during 7:00-23:00 of a day are taken as the data basis.The proposed transport resource adjustment method of regional multi-standard rail transit is analyzed as an example.First,the allocation of the trunk and urban rail transport capacity resources in the period are analyzed.The result shows that in the current research period,the capacity resource allocation of the selected multistandard rail transit system still has problems of large amount of gathering passengers,long waiting time for transfer,and a large number of retention people.Further,the proposed regional rail transit capacity resource allocation model is applied to allocate trunk line and urban rail transit capacity resources.The result of case study shows that after adjusting the arrival time of 25 trunk trains,the arrival of trunk trains is more balanced,and the proportionality of transfer passenger flow is increased by 15.01%.After allocating urban rail transit capacity resources,the number of passengers with retention behavior decreases by 17.72%,and the total waiting time of transfer passengers falls by 9.24%.The comparison of allocation methods further shows that considering the allocation of trunk transport capacity can effectively solve the problem of retention.The allocation of transport capacity resources of the trunk and urban rail transit can more effectively improve the configuration level of regional multi-standard rail transit capacity resources and provide more efficient transport services for passengers.
