To alleviate the current traffic congestion and lack of urban space capacity in most cities in China,cities have started metro construction one after another and metro projects are developing rapidly.The metro has the advantages of high capacity,safety and reliability,convenience and punctuality,and is less affected by the environment.However,they are also characterised by high uncertainty,large investment,long construction cycles,technical complexity,high maintenance costs during later operation,and a particularly complex disposal and recovery process after an accident.There are key risk factors at all stages of the whole life cycle of a metro project and it is urgent to strengthen metro safety risk management.In order to achieve this goal,a comprehensive and systematic identification and evaluation of the risks of metro projects from decision making to operation and maintenance can be carried out from the perspective of the whole life cycle of metro projects,so as to improve the risk management system of metro projects and reduce the occurrence of various accidents.This paper takes the risk management of the whole life cycle of metro projects as the entry point,and divides metro projects into four stages: decision making,development and design,engineering implementation and operation and maintenance.Firstly,the main risk factors of the four stages are identified by the risk identification method,and a whole life cycle risk evaluation index system is established according to the risk factors of each stage.Secondly,the M Metro Line 3 project was selected as a specific case,and the risk analysis was completed using the hierarchical analysis method to derive the index weights of the risk factors at each stage.Then,combined with the questionnaire survey data,the fuzzy comprehensive evaluation method was used to complete the risk evaluation and make a comprehensive evaluation of the importance of the risk factors in order to obtain the risk level size of each risk factor.Finally,the comprehensive risk evaluation values of the M Metro Line 3 project were calculated and combined with the calculation results and the current situation of M Metro,risk response and risk monitoring methods were proposed to improve the existing emergency management system of M Metro.
