The utility tunnel system is huge and complex.It faces a variety of accident and disaster risks during operation and maintenance.Once a disaster occurs,it is easy to produce disaster coupling and cause serious losses.This paper introduces the resilience theory into the safety management of the operation and maintenance period of the utility tunnel,analyzes the connotation and attributes of the resilience of the safety system during the operation and maintenance period of the utility tunnel,and constructs the resilience evaluation model of the safety system during the operation and maintenance period of the utility tunnel under the coupling of multiple disasters.The main research contents of this paper are as follows:The resilience evaluation scheme of safety system in operation and maintenance period of the utility tunnel under multi disaster coupling is proposed.The multi disaster coupling research theory and resilience theory are introduced into the research on safety management during the operation and maintenance period of the the utility tunnel,and the connotation of multi disaster coupling and the resilience of the safety system during the operation and maintenance period of the the utility tunnel are analyzed.On this basis,the resilience evaluation scheme of safety system in the operation and maintenance period of the utility tunnel under the coupling of multiple disasters is proposed.Build a multi disaster coupling measurement model during the operation and maintenance period of the the utility tunnel.According to the multi disaster coupling characteristics of the safety system during the operation and maintenance period of the the utility tunnel,a Fuzzy-DEMATEL model suitable for the multi disaster coupling measurement during the operation and maintenance period of the the utility tunnel is constructed.In addition,the software of multi disaster coupling measurement system during the operation and maintenance period of the utility tunnel is developed by using web technology and python language to realize the application of multi disaster coupling measurement Fuzzy-DEMATEL model.Build the safety system resilience evaluation model of the utility tunnel during the operation and maintenance period under the coupling of multiple disasters.Based on the multi disaster coupling measurement Fuzzy-DEMATEL model,ANP Method and extension cloud comprehensive evaluation method,an ANP-"Fuzzy DEMATEL"-extension cloud model for the resilience evaluation of safety system in the operation and maintenance period of the utility tunnel under multi disaster coupling is constructed.Combined with the example of the utility tunnel project,the resilience level of the safety system under the coupling of multiple disasters and the resilience level of each disaster during the operation and maintenance period of the utility tunnel are obtained,which proves the rationality and practicability of the model.Finally,combined with the characteristics of the safety system during the operation and maintenance period of the the utility tunnel,the resilience optimization and promotion strategy is proposed.There are 28 figures,22 tables and 56 references in this paper.
