Recently,socialist urbanization is rapidly developed in China,local governments are actively promoting urban infrastructure projects.To remit the issue that debt surge of local governments is caused by urban infrastructure projects,PPP(public-private partnership)model is introduced into the process of infrastructure construction projects,the advantages of PPP model are that it can absorb idle funds from society and the strengths in cost control and risk management of the private is given full play,it can share the risks of the projet at the same time.However,due to the large number of participants,diverse cooperation models,huge investment and long construction and operation cycle of PPP model engineering projects,the request of benefit between private and public is different,additional,laws and regulations relate and credit system to projects of PPP model aren’t perfect,it is disturbed by the kinds of factors in the process of construction,there exists a large number of potential risks which may influent the normal operation,moreover,project termination or failure is lead,It’s not only the economic damage,but also a negative society impact will be tended to damage the life of civil and the stability of social.Therefore,it is very important to identify,assessment and control the potential risks of PPP Municipal engineering project.In this paper,,he research object is the PPP project of huandao road,Cuiheng new district of Zhongshan,based on the conclude the theory and practical experience of PPP projects,the potential risks of the project is full evaluated in the opinion of private,and the related control approach is builded to reduce the probability of risk occurrence or avoid risks.The main work of this paper is given as follows.firstly,the amount of literature and previous risk assessment and control is read,the development status of PPP projects at home and abroad as well as the research status of risk assessment and control of PPP projects are systematically summarized,based on analysis and comparison,the research context,approach and main technology road are given.Then,the definition,characteristic and classification of PPP model are illustrated,and the operation scheme of the municipal road project under the PPP model is analyzed;and the current risk identify and evaluation methods are summarized,the risk are derived through comparing the advantages and disadvantages of all kinds of identify and evaluation method.Next,based on Dephil and Brain Storm,we identified the risks of PPP project of huandao road,Cuiheng new district of Zhongshan,cycle risk,legal policy risk,macroeconomic risk,government credit risk,project construction risk and risk of force majeure are identifled to build the list of risk which contains the 6 kind and 20 small kinds of risks,It provides a basis for further risk assessment and control.Next,aimed to the issue that it is difficult to quantify the risks of PPP project of huandao road,Cuiheng new district of Zhongshan,we build the risk evaluation indicator system based on hierarchical structure,and the Analytic hierarchy process is used to quantify the each risk evaluation indicator,the weight of each indicator is confirmed;then the whole risk of project and each risk indicator are quantitative analyzed,and the conclusion that the whole risk of project,cycle risk,macroeconomic risk,government credit risk and the risk of force majeure are low risk level,but the legal policy risk and project construction risk are higher relatively to locate the common level are obtained.At last,based on the conclusion of risk evaluation of PPP project of huandao road,Cuiheng new district of Zhongshan,the control methods are formulated to guarantee the project is implemented successfully,and the risk shared scheme is builded at the same time.The achievement of this paper well provide the referrable theory and practical experience for the PPP project risk evaluation of municipal engineering,moreover,support the sustainable development for the project under PPP model of China.
