| Energy remains a vital force to promote economic development and is closely related to people’s livelihood.At this stage,the sustainable development of economy and environment has put forward higher requirements for the development of energy.Faced with this development situation,the report of the 19 th CPC National Congress pointed out that we should build a clean,low-carbon,safe and efficient energy system,and China’s energy industry has entered a stage of high-quality development.This paper focuses on the measurement and spatial effect analysis of high-quality energy development.Firstly,this paper establishes an evaluation index system for high-quality energy development in China’s provinces(excluding Tibet,Hong Kong,Macao and Taiwan),and uses the entropy weight Topsis method to measure the high-quality development level of provincial energy from 2008 to 2019.Secondly,exploratory spatial data analysis is used to test the spatial autocorrelation of provincial energy quality development level.Finally,the benchmark regression and panel space Dobin model are constructed to analyze the impact mechanism of high-quality energy development from a spatial perspective.The results show that :(1)From 2008 to 2019,the level of high-quality energy development in China showed a trend of fluctuation and rise,and there were obvious regional differences,as shown in the east > west > central.(2)There is a strong positive spatial correlation and spatial agglomeration trend of the high-quality energy development at the provincial level in China.Shanghai,Zhejiang and Shanxi provinces have a high level of high-quality energy development and are in a high concentration area,while Qinghai Province and Ningxia Autonomous Region have a low level of high-quality energy development and are in a low concentration area.(3)This paper chooses the fixed-effect model and finds that the impact of industrial structure and government intervention on the high-quality development of provincial energy is significantly negative,while the impact of energy consumption structure,property rights system,and economic development level on the high-quality development of provincial energy is significantly positive.(4)The proportion of secondary industry and the improvement of urbanization level have a significant negative impact on the high-quality energy development of the region and its neighboring regions.The increase in coal consumption has a hindering effect on the development of high-quality energy in this region but has a positive effect on the neighboring areas.The economic development and marketization of state-owned enterprises have a significant role in promoting the high-quality development of energy resources in this region and its neighboring areas.Government intervention remains a significant hindrance to quality energy development in the region and its vicinity.Based on the measurement of high-quality energy development level and the empirical analysis of spatial effects,this paper puts forward policy recommendations to improve the level of high-quality energy development in China’s provinces: Adjust the industrial structure by optimizing the allocation of resources;Adjust the energy consumption structure and implement the concept of sustainable development;Encourage the introduction of foreign direct investment and establish a scientific assessment mechanism;Promote urbanization in an orderly manner to ensure stable energy supply;Improve the quality of economic development and promote energy transformation and upgrading;Promote the transformation of state-owned enterprises and improve the production capacity in resource exploitation;Avoid excessive government intervention and pursue balanced market regulation. |
