| As a natural green clean energy,wind energy can greatly reduce carbon emissions and help achieve the goal of carbon neutrality.China has vast sea area,which has the natural advantages of offshore wind power generation.Compared with traditional construction projects,offshore wind power projects have a long construction period,high rush installation pressure and many uncertain factors.In order to achieve highquality project management,owners often adopt EPC(Engineering Procurement Construction,referred to as "EPC")mode for bidding.In recent years,with the promulgation of the national clean energy policy,offshore wind power projects have developed rapidly,bringing broad options for many contractors.However,in the bidding decision-making process,most enterprises only take the profit margin of offshore wind power EPC project as the only index,which has a certain blindness,and it is difficult to give full play to the competitive advantage of enterprises and realize the expected income of all participants.Therefore,there is an urgent need to establish a scientific offshore wind power EPC project bidding decision-making system to improve the company’s project selection ability and bidding quotation ability,so as to obtain good economic benefits.First,the article analyzes offshore wind power EPC projects,bidding theory,bidding decision-making theory and decision-making methods.The EPC mode can give full play to the management enthusiasm of the general contractor.However,the construction of offshore wind power projects is relatively risky.The general contractor needs to effectively solve the important issues of which to invest and how to invest in the bidding decision-making process.Secondly,the article constructs an optimal model for bidding decision-making for offshore wind power EPC projects.Using literature research,expert interviews,etc.,a bidding decision-making indicator system was established from four aspects: general contractor conditions,market environment,owner conditions,and project conditions.The questionnaire survey in the form of a Many-valued medium intelligence set obtains the evaluation information of each indicator,and uses the QUALIFLEX(qualitative flexible multi-attribute decision-making,referred to as " QUALIFLEX ")method to establish a relationship model to compare and select bidding projects.Then,aiming at the issue of bid quotation,after analyzing the bid evaluation methods of offshore wind power EPC project,the game model of bidding quotation under the comprehensive evaluation method is constructed by using the idea of game theory.The exponential smoothing method is used to analyze the historical quotation data of potential bidders,predict the value of this bid,and realize the solution of the bid quotation game model.Finally,taking the bid decision-making of offshore wind power EPC project of Zn Design Institute as an example.Based on the analysis of the three potential bidding projects of A,B,and C,combined with the enterprise strength level of ZN Design Institute,the bidding decision-making indicators for each project are evaluated,and the consistency of each project based on the QUALIFLEX method is calculated,and the project A is obtained as The best bidding project.According to the results of the bidding project selection,conduct in-depth research on the bidding information of A project,apply the bidding quotation game model to guide the quotation,and give technical bid preparation suggestions according to the construction characteristics of the offshore wind power EPC project.In the end,ZN Design Institute successfully won the bid for the A project and verified the feasibility of the bidding decision-making model. |
