Research On Construction Of Highway Cost Control And Management System In Sichuan Province

China’s current stage of infrastructure construction investment is huge,and the investment demand for highway projects is also growing rapidly.The management and supervision of engineering costs throughout the construction of highway projects has a significant impact on the efficiency of the use of funds and the effectiveness of investment.The level of cost management and control is directly related to the public interest of society,related to the relevant government management departments for decision-making,related to the return benefits of investors,related to the safety and quality of construction execution and cost protection,so it is necessary to study its system construction.The thesis is based on a study of the construction of a cost control and management system for highways in Sichuan Province,which is of great theoretical significance and application value.The thesis systematically examines the existing cost control system of Sichuan’s motorways,analysing the current situation and shortcomings in seven aspects,including the investment construction and management model,the current status of the project pricing basis,and the technical specifications of the industry standard for the cost management system;it also analyses the trends in the cost data of dozens of motorways over the years and the main factors influencing the cost,combining qualitative and quantitative analysis of the magnitude of the main factors.Combined with the actual work,the theoretical objective of the construction of the control system is to maintain an objective and fair market order for costing;the direction of improving the structure of cost management institutions is to add cost measurement,information technology centres and credit evaluation-related functions and responsibilities;the measures to improve the highway cost control system include five aspects,such as guaranteeing the quality of design documents and technology and building a standardised system for cost information.This study through a full range of cost control system framework of in-depth research,timely identify the shortcomings of the existing control system,measures to fill the shortcomings,plug the loopholes,strong weaknesses,the results of the thesis research to improve the Sichuan provincial highway cost control and management system,improve the efficiency of highway engineering investment has a guiding significance.
