In the context of China’s innovation-driven development,the national high-tech zones shoulder the important mission of "demonstration zone of innovation-driven development and pilot zone for high-quality development".The special nature of innovation development is the need for innovation space to give support and guarantee.How to scientifically build the innovation space to serve the development of innovative economy and industry and make it play a key role is the key path to realizing the highquality development of national high-tech zones.At the same time,in the current development stage of national high-tech zones,there are still problems such as unreasonable industrial structure and weakened innovation space characteristics,which to some extent restrict the innovation efficiency of national high-tech zones.Based on this,this paper starts by sorting out the development history and dilemma of national high-tech zones,introduces innovation ecosystem theory as support,explores the construction of multi-scale innovation space system in national high-tech zones,and analyzes the organization logic of innovation space system from the inner spatial demand of the innovative economy.By constructing the evaluation system of innovation space development potential of national high-tech zones,we study the spatial layout concept and analyze it with Wuhan East Lake High-tech Zone as a case study.We try to provide a new path for the analysis of the organization and layout of innovation space in national high-tech zones through this paper and help the highquality innovation development of national high-tech zones.Specifically,there are four main areas of content.First,this paper systematically compares the development history of national high-tech zones and analyzes the requirements for high-quality development of national high-tech zones and the current dilemmas encountered.The composition,ecological characteristics,operation mechanism of innovation ecosystem theory,and the feasibility of applying it to this study are demonstrated,and the theoretical foundation is laid.Secondly,with the support of the theory,the multi-scale innovation space system of a national high-tech zone,mainly the innovation space group and innovation development unit,is constructed,and its elemental framework including main the core layer,service diffusion layer,and innovation environment layer is proposed,outlining that the system has the qualities of highly mixed functions,weakened organizational boundaries and elastic growth.Again,the organizational logic and development potential of the multi-scale innovation space system in the national high-tech zone are studied.It is concluded that the organizational logic of the innovation space group is characterized by "cluster" development,with the clusters formed by heterogeneous subjects such as technology application,knowledge production,and service diffusion as the core,highlighting the open functional structure,composite land use,Efficient traffic organization,and compact layout.The organizational logic of the innovation development unit highlights the core demand of individual behavior mechanisms such as innovative enterprises and creatives,forming the characteristics of the diversified office environment,flexible space,and individual style.Subsequently,based on the previous study,an evaluation system of innovation space development potential is constructed with innovation subject elements and innovation environment elements as the first-level indicators.Finally,Wuhan East Lake High-tech Zone is used as the empirical object for the study,and its innovation space development potential is evaluated in terms of individual indicators and comprehensive assessment.And according to this,the innovation space of the Donghu High-tech Zone is designed and optimized from the park level,group level,and unit level,and a multi-level innovation space guidance system is established.
