| Pilots of transport airlines are both central to flight safety and the main cause of flight accidents.Research shows that 70%-80% of flight accidents are caused by human factors, and subtle unsafe behavior on the part of the pilot can lead to serious consequences. In addition, the “fight incident” of Donghai Airlines has made the airlines pay more attention to the pilots’ discipline and sense of responsibility. In order to improve the comprehensive ability of pilots of transport airlines, regulate the behavior of pilots, and reduce the frequency of unsafe incidents, this thesis selects pilots of transport airlines as the research object, identifies the performance evaluation elements, optimizes the performance indicator system, and establishes the performance evaluation model of pilots of transport airline,so as to promote pilots to develop good flight habits, reduce the frequency of unsafe incidents, ensure flight safety and pursue higher service quality, thereby enhancing the modernization of civil aviation governance and the governance system, and helping China’s civil aviation develop in a high-quality manner. This thesis consists of six parts. In the first part, the purpose and significance of this thesis are explained, the relevant studies on airline performance evaluation and pilot safety performance and learning performance evaluation are summarized, and the research contents and methods of this thesis are clarified. The second part defines the concepts related to the performance evaluation of pilots of transport airlines by organizing and summarizing the literature, and distills the theoretical basis of this paper. The third part introduces the current status of pilots’ job duties, job characteristics, workflow and performance evaluation system, and diagnoses the existing problems. The fourth part introduces the purpose, principles and contents of the optimization, combines the qualitative study of rooted theory with literature review, identifies the elements of transport aviation pilot performance, optimizes performance indicators, and on this basis clarifies the meaning and measurement of indicators, sets indicator thresholds and determines indicator weights based on expert opinions. The fifth part constructs a model for evaluating the performance of transport aviation pilots based on the fuzzy comprehensive evaluation method combining qualitative and quantitative evaluation, and applies the model through example analysis to test its rationality. The sixth part concludes the whole thesis, elaborates the innovation points and looks forward to the subsequent research. There are two innovative points in this thesis.Firstly, the performance indicator system of the pilots of transport airlines is systematically established. At present, scholars’ research on pilot performance mainly focuses on dimensions such as safety performance and discipline performance, and relatively little research has been conducted on teaching performance and learning performance, this paper establishes a multi-dimensional evaluation index system on the basis of rooted theory.Secondly,a performance evaluation model of the pilots of transport airlines is constructed based on the fuzzy comprehensive evaluation and key event method, which combines quantitative data with qualitative evaluation.Compared with the quantitative evaluation model based on flight data, this model enables a more comprehensive evaluation of pilot performance levels and reduces the impact of special circumstances on pilot performance level. |
