With the implementation of the national "maritime power" and the maritime "the Belt and Road" strategy,the maritime activities of all kinds of ships in China have become increasingly frequent,which has also led to the frequency of maritime disasters.To deal with maritime disaster rescue,we need to constantly improve the alarm speed and rescue response capability.This paper studies this and completes the development of a rapid alarm prototype system.Firstly,the thesis analyzes the domestic and foreign maritime distress and rescue systems.Through the comparative study of the technical status and capability level of various types of maritime distress reporting equipment at home and abroad,a communication buoy is proposed.It is placed in the buoy,which not only supports Beidou III navigation satellite short message communication,but also meets the international technical standards of VHF(Very High Frequency)communication,It can quickly send the location information of the ship in distress to the surrounding rescue ships and shore based equipment,so as to quickly determine the location information of the ship in distress and achieve the purpose of rapid alarm.The thesis mainly describes the authors work on the hardware of the communication buoy,and details the hardware development of the antenna,RF and baseband units,including device selection,simulation,design and testing.The test shows that the design scheme is feasible.The innovation of communication buoy lies in fast alarm and reliable alarm.The quick alarm is reflected in that the first capture of Beidou positioning takes only 45 seconds,and the short message can reach the shore based duty station in 30 seconds;Reliable alarm is shown in the dual-mode communication mechanism.The combination of VHF and Beidou is designed to achieve offshore and offshore alarm information transmission.At the same time,the duration of continuous alarm can reach 72 hours without external power supply.This design is the substantial application of the three generations of Beidou.All the components are selected from domestic components,which is a beneficial attempt for the localization of maritime rescue communication equipment,and has great practical significance.
