Public-private partnership(PPP)has been widely used in China,especially in the field of infrastructure construction.The housing project in industrial park is an important part of the affordable housing system and one of the important infrastructures in industrial park.However,at present,the construction of rental housing projects in industrial parks is mainly led by local state-owned enterprises,and there are problems such as single source of funds and low participation of social capital.Therefore,how to use PPP to build industrial park housing projects and solve PPP constraints is an urgent problem to be solved at present.The purpose of this paper is to explore the constraints of public-private partnership(PPP)construction of industrial park housing projects.First of all,through the study of PPP Industrial Park infrastructure project constraint theory and affordable housing literature combing to grasp the PPP Industrial Park rental project constraint research status.Secondly,it identifies the influencing factors of PPP projects from three aspects: social capital and external factors by using the theory of project constraint and the method of literature hierarchy and fuzzy evaluation.Finally,through the PPP Center of Finance Department has publicized the industrial park infrastructure related sample data,select the equity ratio,PPP cooperation period and projects as research variables,and use SPSS24.0 to carry out OLS multiple linear regression fitting equation to provide a basis for solving the constraint problem of PPP industrial park rental projects.The results show that it is reasonable and effective to use OLS multiple linear regression model to evaluate the efficiency of PPP industrial park housing projects.The calculation results of this model show that equity ratio,PPP cooperation period and project are positively correlated with efficiency,and project risk identification and matching are the most important factors affecting project level At the same time,some reasonable suggestions are put forward to improve the efficiency of the PPP industrial park rental housing project:(1)strengthen risk management and control and reasonably match risk bearing;(2)Implement support policies to attract social capital cooperation;(3)Reasonably design the equity ratio of PPP projects;(4)Optimize the approval process and improve the integration of the whole life cycle.These strategies and suggestions provide more reference for the efficient promotion of PPP industrial park rental housing projects.
