| Comprehensive urban design is one of the fundamental tasks of the territorial planning and an important support for the high-quality development of territorial planning.The " Urban design guidelines for territorial planning(TD/T1065-2021)" states that comprehensive urban design at the county region includes three aspects.The first is to coordinate the overall spatial pattern and coordinate the spatial relationship between urban and rural areas,mountains,forests,fields,lakes,grasslands,and sand.The second is to propose guidance and control requirements for large-scale open spaces,form a green open space network;The third is to clarify the spatial characteristics of the entire region,and propose requirements for characteristic spatial guidance and control.Shangnan County in Shaanxi Province is located at the southern foot of the eastern section of the Qinling Mountains.It is a typical river valley city of "eight mountains,one water and one farmland".Facing the future,Shangnan aims to create a "park city" for Qinling mountain and water leisure.However,Shangnan County is currently facing problems such as insufficient exploitation of characteristic resources in the whole region,lack of characteristics in the overall spatial pattern,and lack of management and control requirements in the characteristic landscape area.To address the problems faced by Shangnan in a targeted manner,the comprehensive urban design requirements at the county region are extracted as follows: sorting out the spatial resource endowment of the entire region,and clarifying the spatial characteristics of all elements of the entire region;Coordinate the three living spaces and build a green space network to optimize the overall spatial pattern of the county;Propose guidance and control requirements for key characteristic landscape areas based on resource endowment and planning positioning.Based on the above,with Shangnan County as the object,the comprehensive urban design at the county region highlighting Shangnan’s regional characteristics will be studied from three aspects: sorting and evaluation analysis of the spatial characteristics of the county,overall planning of the spatial pattern of the county,and division and guidance of the distinctive features of the county.Firstly,it combs the spatial characteristics of the county from the three levels of ecological,agricultural and urban landscape,evaluates the content of representative spatial characteristics and combs the spatial order of representative spatial characteristics,and determines the spatial characteristics of Shangnan County as "ancient tea charm-Qinling Park City" in combination with the development orientation of Shangnan "Park City".Secondly,based on the positioning of county spatial characteristics,a distinctive spatial framework is constructed,including three levels: spatial base layer,distinctive spatial layer,and landmark node layer;Construct a park system structure,including three levels: county level,district level,and central urban area;Constructing a blue-green spatial network,including two parts: a green landscape greenway system and a blue waterfront greenway system.Lastly,the spatial elements with the most Shangnan regional characteristics in the featured spatial framework,park system structure,and blue and green space network are condensed and extracted,and the overall spatial pattern of Shangnan County,which reflects the characteristics of the park city.Finally,based on the positioning of the county’s spatial characteristics and the overall spatial pattern of the county,the county is divided into Qinba Ecological Area,Shangyun Sansheng Area,and Tea Lucheng Area.By positioning the distinctive spatial framework,park system structure,and blue-green spatial network separately,the positioning and overall landscape pattern of the three districts are clarified.The district’s landscape clusters are further delineated,and the landmark nodes,functional positioning,and landscape guidance strategies of each landscape cluster are clarified. |
