Research On Government Intervention And Supporting Policies For The Development Of New Energy Vehicle Industry In Fuzhou In The Post Subsidy Era

The post subsidy era is the second stage of China’s regulation of the development of new energy vehicle industry.In this process,for the problems encountered in the first stage,the state has established relevant policies and norms in the form of financial support,public facilities construction planning for industrial development,enterprise subsidies and so on.Fuzhou,as a region with strong manufacturing development,In a long period of development,taking the development of automobile industry as an important direction of urban development,combined with overseas investment,has also greatly accelerated the speed and depth of technology transfer by companies related to Fuzhou automobile industry.Therefore,many famous automobile manufacturers in Fuzhou have carried out technology research and development and began to adopt the mode of cooperative development with overseas shareholder companies.Therefore,we can think that the popularization of the subsidy policy for new energy vehicles is not only conducive to the urban planning and industrial development of Fuzhou,but also conducive to the urban planning and the construction of green urban energy structure.Under the background that the development of new energy vehicle industry is in the post subsidy era,using the methods of literature analysis,case analysis,participatory observation and comparative analysis,this paper analyzes the current situation and existing problems of new energy vehicle promotion in Fuzhou from the perspectives of policy implementation,new energy vehicle enterprises and the public(consumers),It is affirmed that the automobile industry base with Qingkou Automobile City as the core provides a powerful factor for the development of new energy automobile industry in Fuzhou.However,at the same time,there are some problems,such as the technical level of new energy vehicles needs to be broken through,the charging and other supporting facilities are not perfect,and the promotion policy is relatively single.At the same time,taking southeast automobile as a case,by summarizing the government subsidies obtained by southeast automobile,and analyzing from the perspective of government intervention,the role of government intervention on the three aspects of technological innovation,new energy vehicle sales and industrial agglomeration effect of southeast automobile in the development of new energy vehicle industry.On this basis,this paper deeply analyzes the problems existing in the government intervention in the development of new energy vehicle industry,including the untimely adjustment of enterprise industrial structure under the intervention policy,the insufficient potential release of industrial scale effect under the government regulation,and the incompatibility between the company’s investment efficiency and market regulation under the subsidy policy,and analyzes the influencing factors of government intervention.At the same time,by comparing the experience of several typical domestic cities such as Beijing,Shanghai,the United States,Japan and other countries in the development of new energy vehicle industry,this paper summarizes some enlightenment of Fuzhou’s development of new energy vehicle industry: first,strengthen top-level design and improve the core competitiveness of enterprises;Second,improve the standardization system and supervision mechanism;Third,strengthen the training of scientific and technological talents.Based on the in-depth analysis of the current situation of the development of new energy vehicle industry and government intervention in Fuzhou and the Enlightenment of the development of new energy vehicle industry in typical domestic cities,this paper puts forward three countermeasures for the next development of new energy vehicle industry in Fuzhou: first,open market competition and innovative mechanism of business format,focus on promoting the implementation and application of supply-oriented policies Strengthen the implementation and application of environmental policy tools in order to improve the policy environment for the development of new energy industry in Fuzhou in the post subsidy era and help the development of new energy vehicle industry.
