Based on the perspective of policy process,the advantages and disadvantages of each link of new energy automobile policy are discussed,which has important practical significance for promoting the development of new energy automobile.Under the reality of the shortage of petroleum resources and environmental pollution,China has gradually put the development of clean energy vehicles for the agenda.As an emerging industry,new energy vehicles have a large initial investment risk and need government support policies.The policy mix and supporting measures are the catalysts for the sound development of new energy vehicles.At the same time,as a science and technology innovation industry,new energy vehicles can fully lead the industrial upgrading through technological innovation and accelerate the promotion of China's high-precision manufacturing industry.Fristly,This paper introduces the research background of new energy vehicles and analyzes the necessity and urgency of developing new energy vehicles by analyzing factors such as China's dependence on foreign oil and technology maturity.Then,based on the theory of low-carbon transportation,policy instrument theory and policy process theory.Through the summary of the policy texts in the appendix,author summarize the advantages of China's new energy vehicle development.And through the analysis of the development of new energy vehicle policies in the United States,Japan and Germany.Finally,actively absorb the excellent policy experience of developed countries and provide reference and guidance for China's development.This paper study that the new energy vehicle policy based on the perspective of the policy process.Guided by real problems,we will combine the problems of with the development of new energy vehicles for the policy process and explore the bottlenecks in development.In the policy-making process,China has formed a policy layout based on strategic planning,demonstration and promotion,infrastructure construction,science and technology investment and fiscal and taxation.In line with the normative role of laws and regulations,China's new energy vehicle policy system has been initially constructed.Through the use of supply and environmental tools in the policy implementation,the financial subsidies and demonstration and promotion of new energy vehicles have been increased.In terms of policy supervision and evaluation,the focus is on the establishment of a national inspection and management platform for new energy vehicles and the operating system of the New Energy Vehicle Big Data Alliance.In terms of policy changes,China has changed the direction of policy development according to the tasks of different periods,so that the development path of new energy vehicles will be changed from government-led to market-led.In the fourth part,through the analysis of the development of new energy vehicle policies in the United States,Japan,and Germany,it is in contrast with China.Actively absorb the excellent policy experience of developed countries and provide reference and guidance for China's development.But,China's problems of with the formulation of new energy vehicle policies are manifested in improper policy linkages,unreasonable goals,ambiguous information and lack of legal binding.In policy implementation,local protectionism is prevalent,imbalanced adjustment tools,and poor coordination of executive agencies.In policy supervision and evaluation,the problem of fraudulent compensation has not been fundamentally resolved and the policy evaluation criteria are single and the evaluation cycle is too long.In policy changes,policy revision,adjustment,and abolition are not timely and affect policy effectiveness.Combining China's development problems with other countries ' experiences,it proposes realistic and feasible solutions.Strengthen the linkage between policies and conduct argumentation analysis on policy programs to increase the scientific and systematic nature of policy formulation;strengthen inter-regional linkage development,break local protectionism,improve the effectiveness of policy implementation;improve national inspection and management of new energy vehicles The information communication mechanism between the platform and the policy supervision organization will achieve rapid response and increase management and control.Combine the new energy vehicle big data alliance with the policy evaluation system to improve the scientific nature of the assessment;formulate new policies and supporting a double-point system,form a policy synergy,and reduce the impact on?subsidies on the production enterprises.This article not only proposes suggestions for problems that have already occurred in development but also discusses the policy support model in the post-subsidy era,which reduces the rapid decline in subsidies and has a huge impact on enterprises.Based on the perspective of policy process,the advantages and disadvantages of each link of new energy automobile policy are discussed,which has important practical significance for promoting the development of new energy automobile.In future development,we are good at using the One Belt and One Road to promote China's automobile brands to the world market.Improve China's ability to formulate international standards of for the field of new energy vehicles,break the core technological monopoly on developed countries,and realize the road to the rise of China's automobile industry.
