Under the joint effects of rapid urbanization and climate change,the uncertainty of storm and rain-logging risk has increased.Severe storms and rain-logging disasters that have occurred in recent years have sounded the alarm for urban planning and risk management in China.The construction of flood control and rain-logging prevention has never stopped,but the risk of rain-logging in cities has never been eliminated.Across the world,rain-logging risk management seems to be shifting from a full government responsibility to a certain risk mitigation obligation shared by communities and individuals.Since the 19 th National Congress,China has emphasized the construction of community governance system,and the community level of flood response needs to be improved.As the economic center of northern China,the rainstorm rain-logging problem of Tianjin is particularly prominent in the cold areas of northern China,and the old communities are the weak parts of urban rain-logging risk management.According to the Outline of the 14 th Five-Year Plan,we should "strengthen the reconstruction of old urban residential areas and community construction,enhance the urban flood control and drainage capacity,and build sponge cities and resilient cities".In this policy context,it is urgent to improve the governance of flood risk at the social level of the old communities as the soft support for the spatial environment reconstruction,so as to more effectively alleviate the unknown risks of the community and the city.This paper takes the old communities in Tianjin as the research object,selects representative community samples,and takes improving the coping behavior level of flood risk of residents in the old communities as the research target.The research contents of this paper mainly include: 1)investigation on the characteristics of flood risk in old communities,and residents’ coping behavior of flood risk in Tianjin;2)based on the basic model and extended variables of PMT,a flood risk coping behavior model of residents in old communities in Tianjin is constructed,whose fitting degree is verified by SEM;3)community spatial environmental variables are incorporated into model to further explore the relationship between the planning and design elements related to waterlogging and residents’ coping behavior of risk;4)On the basis of the previous two steps,a six-dimensional strategic framework is constructed,and representative policies of typical countries are selected for case analysis and comparison at home and abroad.Finally,governance strategies for improving residents’ coping behavior of flood risk are obtained.This paper mainly draws conclusions of three aspects.At the level of "theoretical model and influence mechanism",this paper finds that:(1)the theory of PMT has a certain cross-cultural applicability in China;The important explanatory variables and influencing mechanism of residents’ coping behavior of flood risk;The spatial change of silence variable has potential influence on residents’ risk coping behavior.From the perspective of "the interaction between risk coping behavior of residents and spatial environment of communities",this paper finds that: despite the existence of residual risk,community flood reconstruction reduces the level of risk coping behavior of residents;Residents’ awareness of flood and rain-logging risk will have an impact on the flood and rain-logging performance of community space environment reconstruction during the public participation in reconstruction planning and the use and maintenance stage after reconstruction.At the level of strategy improvement,according to the six important explanatory variables found in this paper: "trust","experience","communication","responsibility","group" and "space",a community flood risk management strategy is proposed from the perspective of "residents’ coping behavior of flood risk".
