Satisfaction Evaluation Research For Three Parties Of Utility Tunnel PPP Project

With the rapid development of cities,the aboveground space resources are gradually in short supply.The utility tunnel can make rational use of the underground space,so it has been comprehensively promoted by the state.However,the PPP project of the utility tunnel has the problems of long operation cycle and huge investment.In order to realize the sustainable development of the project,the satisfaction of stakeholders should be paid enough attention.Stakeholder satisfaction changes dynamically with the degree of interest realization.It is very necessary for the establishment of a good cooperative relationship to adjust in time when the interests of the three parties are unbalanced.Based on this,in this thesis,a satisfaction evaluation system based on grey clustering method is provided,the satisfaction among three parties is quantified.Provide ideas of various interest adjustment methods for the improvement of tripartite satisfaction.Firstly,in this thesis,by analyzing the development status and necessity of the PPP project of utility tunnel,the stakeholder satisfaction evaluation and evaluation system related theories are described.Secondly,literature identification and expert interviews are used to establish and adjust the questionnaire of the factors affecting the satisfaction of the three parties of the PPP project of utility tunnel,so that 48 factors affecting the satisfaction of the three parties are summarized.These factors are screened through the questionnaire,factor analysis is used to obtain 18 secondary indicators and 3 primary indicators of the government satisfaction evaluation system.The 14 secondary indicators and 2 primary indicators of the social capital satisfaction evaluation system are obtained.The 9 secondary indicators and 2 primary indicators of the pipeline institution satisfaction evaluation system are obtained.The satisfaction evaluation system of the three parties established by grey clustering method and the factor weight obtained by entropy weight method are used to quantify the satisfaction of the three parties.Finally,use the causality diagram to analyze the conflict part of the three parties’ satisfaction factors,on the premise of considering the relative balance of the interests of the three parties,put forward the ideas for the improvement of tripartite satisfaction.Significance of this study: In terms of theory,at the moment,the literature on the satisfaction of the three parties of the PPP project of the utility tunnel is insufficiency.The research content of this thesis will make up for this deficiency.In terms of application,in this thesis,through the establishment of the satisfaction evaluation system of the three parties,increase the attractiveness of the project and promote the long-term development of the PPP project of the utility tunnel.
