Development Potential Evaluation And Planning Guidance Of Science And Technology Characteristic Town

Technology characteristic town as promoting industrial upgrading,to achieve innovation and development of important spatial carrier entered a rapid development stage,industry planning for the sustainable development of the science and technology town has an important influence,but at present our country science and technology town of the status quo of research both quantity and quality deficiencies,technology-based industry town planning theory and method is also facing the update,this to the establishment of a scientific system of theory and practice put forward the urgent demand.Based on this,this article on the basis of combing the literature,to produce from the theoretical perspective of ecosystem,combining with the related theory of industrial accumulation,industrial planning,analyzing the connotation and evaluation index system of science and technology characteristic town,on the basis of summarizing domestic successful cases,from the perspective of development potential evaluation and planning guidance,combined with the case of xi ’an navigation town,town planning focus and contents of the formation of science and technology characteristics.This study aims to strengthen the theoretical cognition of the characteristic towns of science and technology,and to reveal some rules of the characteristic towns of science and technology in the industrial planning.The specific conclusions are as follows:(1)Theoretical research on the characteristic town of science and technology from the perspective of industrial ecosphere Through the concept analysis of industrial ecosystem,characteristic town of science and technology and industrial planning,as well as the summary of industrial ecosystem and industrial accumulation theory,it is concluded that characteristic town of science and technology has five dimensional attributes,namely natural attribute,economic attribute,infrastructure attribute,social attribute and environmental attribute.By sorting out the correlation between these five dimensions,it can be seen that it is the synergistic effect of these five dimensions that influences the development path and direction of small towns with science and technology characteristics in terms of natural base,industrial development,environmental impact,facility guarantee and policy mechanism,which is the foundation for planning and construction of small towns with science and technology characteristics.(2)Under the qualitative and quantitative research,the index structure of the characteristic town of science and technology Through the qualitative analysis of three typical cases in China,the enlightenment and problems in the planning process are obtained,which provides the experience guarantee for the establishment of the index system of the characteristic town of science and technology.By means of literature analysis,the index library of the characteristic town of science and technology was sorted out,and the index system was optimized and improved according to the DPSIR conceptual model and expert interview,and finally 25 core indexes were obtained.According to the Delphi method,the core indicators are classified and studied,and 9 core indicators,12 important indicators and 4general indicators are obtained.This is of certain value and significance for the reasonable construction of the assessment method for characteristic towns of science and technology,and helps to sort out the planning content and objectives.(3)Development potential evaluation and planning guidance for xi ’an navigation Town For xi ’an navigation town this typical case,with clear,clear,rapid and effective target evaluation method for development potential evaluation case,it is concluded that case in planning need to pay attention to the content and pay attention to,and in the actual planning,from the industrial architecture,the protection of the ecological base and public service facilities,infrastructure,security,environmental pollution prevention mechanism safeguard and so on six aspects,system optimization strategy,eventually be implemented in the planning scheme,to some extent,provides reference for the construction of the same kind of characteristic town.
