| The reform of Territorial Space Planning puts forward the requirements for refined spatial governance,exploring regional and differentiated methods for delimiting urban development boundaries,and delimiting urban development boundaries according to local conditions,which is of great significance for coordinating local protection and development and promoting high-quality development.Aiming at the problem that the results of“dual evaluation”cannot effectively support the delimitation of urban development boundaries under the condition of multiple land use suitability,this paper takes Xiantao City,which has outstanding characteristics of multiple land use,as the research object.The combination of 3D Rubik’s Cube and GIS spatial analysis method identifies the multi-adaptive space of land use in Xiantao City,and determines its dominant function type according to the proposed rules for judging the dominant function of the multi-adaptive space for land use.Secondly,the coupled Markov model and PLUS model analyzed and predicted the scale and spatial changes of urban construction land;finally,the paper elaborated on the basis of overall consideration of the dominant function types of the multi-adaptive space in Xiantao City and the simulation results of the spatial changes of urban construction land.The delineation path and delineation results of the urban development boundary of Xiantao City,which integrates"dominant function"and"land use simulation",and puts forward corresponding management and control strategies.The main conclusions of the paper include:(1)The scale of the multi-suitability space in Xiantao City is 363.79 km~2,accounting for 14.48%of the Xiantao area;It accounts for12.87%of the Xiantao area,mainly distributed in the east and south of the central city and areas along the G318 line.Among them,in the multi-suitability space,the urban dominant functional area is 105.06 km~2,the ecological dominant functional area is 39.38 km~2,and the agricultural dominant functional area is 219.36 km~2.(2)Under the four scenarios of inertial development,spatial policy guidance,cultivated land protection and sustainable development,the scale of urban construction land based on the simulation and prediction of Markov model and PLUS model is 143.86 km~2,161.72 km~2,141.10 km~2,and 137.69 km~2;further The comparative analysis shows that under the sustainable development scenario,the results of urban construction land scale and spatial changes can not only ensure the spatial expansion needs of central urban areas and key towns,but also ensure the safety of ecological space and agricultural space.(3)Combined with the above research results,the scale of urban development boundary in Xiantao City is 172.07 km~2,of which 146.12 km~2is for concentrated urban construction,17.59 km~2 for flexible urban development,and 8.36km~2 for special-use areas.(4)In order to strengthen the constraints and operability of urban development boundaries,the flexibility of urban elastic development zones can be increased through the combination of"index rigidity"and"coordinate elasticity",and through"regular adjustment"and"dynamic assessment"The combined method establishes a standardized and flexible feedback adjustment mechanism,and constructs targeted supporting measures through urban development boundary legislation,public participation,multiple compensation,and decentralization and accountability.The main innovations of the thesis include:(1)A method for identifying the multi-adaptability space combining the three-dimensional magic method and the GIS spatial analysis method is proposed,and on this basis,the dominant function research and judgment rules for the multi-adaptive space are proposed.(2)Aiming at the delimitation of urban development boundary under the condition of multiple land use,a delineation path of“dual evaluation-spatial identification of multiple land use-spatial dominant function research and judgment-urban construction land simulation-integrated integration of dominant functions and land use simulation”is constructed. |
