It has been 40 years since the beginning of reform and opening-up.As a result,China's rapid urbanization process has brought unprecedented challenges to environmental protection,intensive use of resources and sustainable development.As economic development of China has entered a new process,the urban economic situation of China has entered the stage of transformation and development.And the urban spatial development mode has gradually transited from incremental expansion to stock renewal,or even reduction optimization.The report of the Nineteenth National Congress also clearly points out that the development of Chinese cities must change from the pursuit of increasing quantity to the pursuit of improving quality in the future.From the source analysis,the main reason for the disorder expansion of urban boundary is the huge contradiction between the supply and demand of construction land in China.Therefore,based on the review of the existing research on urban development boundary,this paper analyzes the contradiction between supply and demand of construction land.This work is supported by the multi-conformity work which has been widely carried out in recent years,combined with the methods of double evaluation and Ca-Markov.This paper discusses the way to delimit the boundary of urban development scientifically.The specific content is divided into the following parts:The first part is the research basis.First of all,this paper briefly introduces the research background,and puts forward the purpose and significance of the research.Then this paper summarizes the theoretical research and practice of urban development boundary and multi-conformity,and draws the conclusion that in recent years,the combination of multiple compliance and urban development boundary delimitation is increasingly close.Under the background of new urbanization,this paper analyzes the feasibility of delimiting the boundary of urban development by the way of multi-conformity,which can coordinate the contradiction between supply and demand of urban construction land.At last,this paper determines the relevant research methods and straightens out the overall logical structure.The second part is the analysis of supply and demand.First of all,the driving factors of construction land demand are analyzed,including economic factors,population factors,industrial development factors and other factors on the construction land demand.Then based on this,the paper analyzes the method of determining the scale and layout of construction land demand.From the perspective of supply,from the land supply mode,land supply structure and other aspects of China's construction land supply system problems are discussed.Then combining with the current situation,the paper analyzes the methods to determine the supply scale and layout of construction land,including population prediction,double evaluation,rigid boundary restriction,etc.,and finally discusses the contradiction between supply and demand.The third part is to coordinate the contradiction between supply and demand through multi-conformity,and delimit the boundary of urban development.This paper analyzes the basic theories and internal relations of multi-conformity and urban development boundary,and compares various methods of delimiting urban development boundary.This paper determines a way to coordinate the contradiction between supply and demand and delimit the boundary of urban development.Based on the platform of multi-conformity,firstly,combining urban and rural planning,all kinds of development planning and Ca-Markov model,forecast the demand scale and layout of construction land.Then the supply scale and layout of construction land are determined by combining land use planning,ecological and environmental protection planning and double evaluation.Then compare the supply and demand,coordinate the contradiction between them,and finally determine the rigid and elastic development boundaries of the town according to the coordination results.The fourth part is the discussion of practical cases.Taking the multi-conformity of Wuxi County in Chongqing as an example,this paper analyzes its initial integration of data from planning,land,environmental protection and other departments with the help of ArcGIS software under the support of multi-conformity.Then the scale and layout of urban construction land demand in Wuxi County are determined according to the population and land use prediction results of urban and rural planning and other development planning and the land use expansion simulation of Ca-Markov model.After that,the supply scale and layout of urban construction land in Wuxi County are determined by double evaluation combined with soil planning and environmental protection planning.Then the contradiction between the supply and demand of construction land is analyzed and coordinated.Finally,the rigid and elastic urban development boundary of Wuxi County is determined based on the coordination results.At the same time,it puts forward the guarantee system and dynamic maintenance measures of the development boundary of Wuxi County.The fifth part is the conclusion.This paper analyzes the innovation points,deficiencies and future development trend in the research process.The innovation points mainly use the methods of double evaluation and Ca-Markov model when delimiting the urban development boundary.The deficiency is mainly due to the lack of data from relevant departments,which leads to the lack of analysis of some influential factors in the double evaluation.In the future,with the establishment of the Ministry of natural resources,the improvement of relevant laws and regulations,and the progress of planning technology,the delimitation of urban development boundary will no longer be a separate "bottom-up" work,but will be integrated into the whole process of spatial planning system as a tool.
