Research On The Optimization Of Government Supervision Of Catering Services In Expressway Service Areas Of Hebei Province

With the rapid development of market economy,the 14 th Five-Year Plan has clearly indicated the strategy of “Building China’s Strength in Transportation Network”,the development of which has been a necessary condition.The total mileage of roads in Hebei Province has exceeded 9000 kilometers,ranking among the top in the country.At the same time,in recent years,the average annual investment of highways in Hebei Province has exceeded 30 billion yuan,which has preliminarily formed a backbone road network of "Five-vertical,Six-horizontal,Seven-lines" and made breakthroughs in the "comprehensive transportation" of the "Beijing-Tianjin-Hebei Urban Agglomeration",making great results.Developing day by day,the catering services of high-speed service are required more and more diversely,whose supervision from government has becoming more important.Especially,with the development of society,the existing supervision models and mechanisms are not suitable,which need to be further optimized.A further optimization is also an inherent requirement in the strategy of “Building China’s Strength in Transportation Network” for accelerating the development of new forms of business and improving the tourism service functions of transportation facilities such as highway service areas.This paper has taken a research and an analyzation on the government supervision and the optimization of government supervision,basing on the great development of highways in Hebei Province and taking "discovering problems,analyzing problems,and solving problems" as the approach.Firstly,the government supervision of catering services in the service areas of highways in Hebei Province is introduced in this paper.A questionnaire survey and interview on catering services in the service areas of highways in Hebei Province were conducted,before and after the Hebei Provincial Highway Service Area Quality Improvement Year Action organized by the Department of Communication of Hebei Province,which compared the changes in the quality of catering services before and after the strengthening of supervision by relevant government departments,demonstrating the importance of government supervision.Secondly,although the government supervision of catering services in highway service areas in Hebei Province has achieved many positive results,it also indicated that there were still some problems existing,mainly manifesting in insufficient cooperation between different supervision department,insufficient law enforcement force for supervision,and law enforcement environment needing to improve.To effectively solve existing problems,this paper analyzed and summarized the reasons,such as inadequate laws and regulations,insufficient duty performance awareness of supervision department,the relatively single supervision model,ambigous departmental responsibilities,and insufficient law enforcement efforts.Finally,several measures were proposed to address the existing problems,such as completing relevant laws and regulations,strengthening duty performance awareness,strengthening departmental cooperation,optimizing supervision mechanisms and means,and encouraging social supervision.
