Study On The Improvement Of Basic Level Government’s Service Ability In River Management

River management has always been an important issue concerned by the state,and it is also a very important practical problem and frontier research problem in the field of administrative management.In the past,studies on river governance mainly focused on the river governance carried out by middle-level and high-level governments,or the regional governance of key rivers.The purpose of this study is to study the river governance of grassroots governments from the perspective of service capability.In recent years,within the scope of Yixing City,Dingshu Town has won many honors such as Wuxi 2022 high-quality development Advanced Town(street),practicing new concepts and enabling the new development of "Livable Wuxi" advanced collective.At the same time,in terms of river management,Dingshu Town also pioneered the"river management",leading the creation of "beautiful demonstration river and lake"and other measures;Therefore,taking Dingshu Town of Yixing City as an example has certain typicality,which is worthy of in-depth research and exploration.This study mainly adopts two research methods,literature study and case study,takes the service-oriented government theory and the new public service theory as the theoretical perspective,explores the development status,existing problems and characteristics of river governance in Dingshu Town by analyzing the literature related to river governance and the information of river governance in Dingshu Town,and explains the problems existing in the service ability of grassroots governments in river governance.The conclusions of this study are as follows:(1)Dingshu Town still has deficiencies in four aspects of service capacity in river management:resource allocation capacity,river management policy implementation capacity,river management capacity and people’s demand service capacity.(2)The main factors affecting the lack of service capacity for river management in Dingshu Town include:relatively lagging team construction,unclear understanding of service functions,weak coordination ability of departments,and few ways of public participation.(3)The measures to improve the service capacity of Dingshu Town in river management include:strengthening the construction of grassroots team,deepening the reform of grassroots government administrative system,perfecting the operation mechanism of river management,and promoting the communication between online and offline.The application value of this paper is as follows:on the one hand,it can provide reference for other grassroots governments to carry out river management work and improve government service ability.On the other hand,it can also broaden the research perspective of river governance and give new enlightenment to the subsequent research on river governance.
