Research On Government Regulation Optimization Of S Highway Service Area

With the rapid economic and social development and the continuous improvement of people’s living standards,the mileage of expressways that have been built and are under construction throughout the country has increased steadily,and passing drivers and passengers have also put forward higher requirements for travel services.In the face of the new situation and new normal,it is the duty bound obligation of the service supervisors to do a good job in the management of the expressway industry,improve services and satisfy the people.The expressway service area is an important service window for passing drivers and passengers on the expressway,an important component of the current transportation service system in China,representing the safety,convenience and comfort of the expressway,and a comprehensive reflection of the service level of the operating company and the management level of the government industry supervision unit.Focusing on the new situation of the upgrading of the people’s travel consumption demand,Sichuan Provincial Highway Industry Management Department attaches great importance to the service work in the service area,takes the main line of serving the public safely and conveniently,takes solving the most urgent and prominent problems reflected by the public as the guide,focuses on environmental hygiene and civilized services,and combines the key work such as the construction of the theme service area,"toilet revolution","driver’s home",and the construction of the charging pile in the service area,Highlight the building of service area characteristics,seek new breakthroughs in regulatory philosophy,regulatory thinking,regulatory methods and regulatory means,and strive to comprehensively promote the quality and efficiency improvement,transformation and upgrading of Sichuan Expressway Service Area.The service quality of the service area is very important for the development of the service area.However,in recent years,the service quality of the service area of S Expressway has decreased.The past drivers and passengers have responded that the customer experience lags behind other service areas in the same road section,which affects the image of cloud based expressway in the eyes of the people.This paper selects the service area of S Expressway as the research object,and evaluates the existing problems in the government supervision of the service area of S Expressway based on the existing government supervision status of the service area,as well as the current regulatory measures at the national level and provincial level in Sichuan Province,with the help of public governance theory,new public service theory,government supervision theory,literature review,questionnaire distribution and one-to-one interview,And analyze the causes of the problems;Put forward government supervision and improvement measures for the service of S expressway service area.Aiming at the existing problems in supervision,put forward ten countermeasures and suggestions in four aspects,including improving the construction of supervision legal system,supervision leading collaborative management,strengthening department cooperation mechanism,and strengthening the construction of supervision team.Through strengthening supervision,ensure the quality of service in expressway service area,We will fundamentally improve the problems existing in the service government supervision of the service area of S Expressway,and improve the service quality level within the expressway section,so as to build a people-oriented service area for people’s satisfaction.
