The construction process of highways involves a large number of mechanical equipment, engineering structures, workers, and various potential safety risks. In order to ensure the smooth completion of the project and the safety of personnel, highway construction companies need to develop scientifically sound safety management strategies to reduce and control risks. This article develops a safety management strategy for a highway construction company based on risk classification and control, and applies this strategy to the safety management improvement work of S Expressway Development Limited. This article aims to study the hierarchical control strategy of highway construction companies based on risk assessment and apply it to the safety management improvement of S Highway Construction and Development Co.,Ltd.By analyzing the current situation and problems of safety management in highway construction companies,it is found that risk assessment has important application prospects in this field. This article focuses on the theoretical basis of risk assessment, including the concept, classification, evaluation methods and tools of risk, and its role in safety management.Based on theoretical basis, this article designs a hierarchical control strategy for highway construction companies.Firstly,a risk assessment process and indicator system have been established to comprehensively assess potential risks;Secondly, the classification and priority of risk levels have been clarified in order to take corresponding control measures for different risks; Finally,a hierarchical control strategy and its operational specifications were developed to ensure effective management and control of risks. In order to verify the effectiveness of the hierarchical control strategy, this article takes S Expressway Construction and Development Co.,Ltd.as an example to evaluate the implementation effect of the strategy. The results show that it has achieved good results in reducing accident risks, improving engineering efficiency, and reducing costs.Based on this research achievement, this article proposes improvement measures for safety management of highway construction companies that combine hierarchical control strategies. These measures will further strengthen the safety management system of highway construction companies and improve their safety management level. The results show that the safety management strategy based on risk classification and control can comprehensively assess potential risks, clarify risk level divisions and management priorities, and ensure effective management and control of risks. After its implementation in S Expressway Development Limited, the compliance rate with operating standards increased from 95% to 97%,and the execution rate of responsibility assignments increased from 92% to 96%.Through interviews,it was found that 100% of the respondents were able to identify different levels of safety risks and determine the priority of risk control. The safety risk management work provided important support and basis for 85% of the managers. The use of safety risk classification resulted in a 36% decrease in the occurrence rate of project production safety accidents. The implementation of this strategy can also guide resource allocation, provide scientific basis for decision-makers,protect the life and property safety of employees and the public, reduce management costs, and improve the overall efficiency and effectiveness of engineering projects.
