Research On The Ideological And Political Work Of Railway Enterprises In The Early Stage Of Reform And Opening-Up

The Third Plenary Session of the Eleventh Central Committee of the Communist Party of China achieved a great turning point in the party’s history since the founding of the People’s Republic of China,and added a strong and colorful touch to the history of my country’s socialist construction.However,the magnificent journey of reform and opening up did not start smoothly,but was carried out with difficulty following the tail of the "Cultural Revolution." The period from 1979 to 1982 was the crucial four years.It was the initial stage of the implementation of the series of lines,guidelines,and policies for the reform and opening up.At the same time,the new stage of building socialism with Chinese characteristics followed closely.The four years played a linking role in the early stages of reform and opening up.During this period,the railway,which was the "main artery" of the national economy and vital to the recovery and development of the economy,had actually became a weak link in the national economy due to the severe damage caused by the civil strife for a decade,and was facing heavy adjustment tasks.As the "lifeline" of all work,ideological and political work has played an important role in the dredging of the "main artery",helping railway enterprises to smoothly realize the shift of work focus and promoting the construction of railway spiritual civilization.As the organ newspaper of the railway department during this period,the "People’s Railway" newspaper is an important means of railway propaganda work.It records the rich situation of ideological and political work carried out in railway enterprises during this period and provides an important source of information for the research of this article.This article takes a large number of historical documents as reference,selects the initial period of reform and opening up,mainly the four years from 1979 to 1982 as the time range of the study,and takes the newspaper "People’s Railway",the official newspaper of our party’s national railway transportation industry,as the main reference data and analys its content were collected,summarized.These efforts were made to present the development status of the ideological and political work of railway enterprises in this period.The railway ideological and political work in the early stage of reform and opening up was carried out in the trend of reform.In the face of many sequelae of the "Cultural Revolution",its main task was to build consensus on reform and opening up,implement adjustment policies,standardize railway business work,and restore railway image.Taking the main tasks as the starting point,during this period,railway enterprises carried out work on helping enterprises to successfully realize reform and improving the ideological and political quality of cadres and workers in railway enterprises.By taking initiatives of uniting the power of political parties,governments,trade unions and the Komsomol,developing the workers’ congress system,training cadres and workers,and solving the workers’ practical problem,and by using the main methods of theoretical indoctrination,example and demonstration,practical education,and dredging and guidance,railway enterprise had improved the ideological and political quality of cadres and workers to a certain extent.At the same time,it also successfully realized the implementation of economic adjustment policies in railway enterprises,providing useful experience for contemporary ideological rectification work,especially the development of ideological and political work in enterprises.
