The University Science Park gathers the innovation resources of universities,scientific research institutes,enterprises and other subjects,and gathers high-end innovation elements such as technology,talents,knowledge and capital.It is not only the leading area and pilot area of technological innovation,but also the forefront of promoting scientific and technological innovation.The coordinated development of sci-tech finance and technological innovation in University Science Park can not only create an environment conducive to innovation and development,provide guarantee for the University Science Park to tackle key scientific and technological problems,transform scientific research achievements,but also obtain innovation benefits and prosper the local industry and economy.However,there are still many risks in the coordinated development of sci-tech finance and technological innovation in University Science Park.Therefore,it is very important to establish effective risk evaluation methods.This paper analyzes the risks existing in the coordinated development of sci-tech finance and technological innovation in University Science Park,establishes the risk evaluation index system,constructs the risk evaluation model,ranks the importance of each risk,and puts forward constructive countermeasures and suggestions for important risks.The main research work of this paper is as follows:(1)Based on the characteristics of the coordinated development of University Science Park,the risks of the coordinated development of sci-tech finance and technological innovation of University Science Park are identified in stages.The risks are summarized into: the risk in the preparation stage of collaborative development activities,the risk in the implementation stage of collaborative development activities,and the risk in the achievement transformation stage of collaborative development activities,which are subdivided into 17 specific risks,so as to build a risk evaluation index system.(2)The risk assessment model is constructed by combining Failure Mode and Effects Analysis(FMEA),multi-criteria decision-making method TODIM and interval-valued probabilistic hesitant fuzzy set(IVPHFS).Firstly,the expert evaluation method is adopted and IVPHFS is used to assign value to the risk evaluation index system;Secondly,best-worst method(BWM)and interval-valued probabilistic hesitant statistical variance method(IVPHSV)are combined to calculate the comprehensive weight of risk criteria;Finally,TODIM method is used to rank the risks of collaborative development.(3)Using the risk assessment model constructed in this paper evaluates the risk of the coordinated development of sci-tech finance and technological innovation in Yuelushan University Science Park,and determines the important risks in the process of coordinated development.Sensitivity analysis and comparative analysis are used to verify the effectiveness of the model.Finally,based on the analysis results,the corresponding risk countermeasures are put forward.
